TERM OF REFERENCE
Under the overall supervision of Director of UNESCO Office, Jakarta, and direct supervision of Head
of the Education Unit, the incumbent shall serve as National Project Officer of Post-Project Basic
Science for Education Unit, UNESCO Office Jakarta, cluster office for Brunei Darussalam, Indonesia,
Malaysia, the Philippines and Timor-Leste. The incumbent shall perform the following tasks in close
coordination with the project team under the direct supervision of Head of Education Unit, UNESCO
Jakarta Office:
Long Description
1. Provide assistance and technical support to the implementation of Education Response to COVID-19
in Advancing the National Educational Broadcasting System to Ensure the Continuity of Learning in
Basic Science Education for All in Timor-Leste Project in the form of assisting all upcoming contract,
organizing trainings and working meetings with related partners and institutions to enable the
implementation of following activities:
1) Development of Three EBS Programme Packages for Students Grade 7, 8 and 9;
2) Printing Basic Science Education Student Workbooks and distribution for all Students Grade 7, 8
and 9;
3) Development of One EBS Manual Package for Teachers: Grades 7, 8 and 9;
4) Trainers of Teachers (ToT) Training on EBS Manual;
5) Filming Production for EBS Programmes;
6) Broadcasting the Three EBS Programme Packages for Students (Grade 7, 8 and 9) and 1 EBS
Manual Package for Teachers;
7) Organizing The Project Final Report Meeting.
8) Organizing any ad-hoc meetings and events in needs for the project implementations.

2. Provide inputs for all reports, documents and event-related drafted from project activities for
publications including the drafted and developed EBS Programme Packages for Students and EBS
Manual Packages for Teachers in parallel and equivalent to the relevant levels of National
Curriculum of Formal Education in Timor-Leste, especially Basic Science Education for Grade 7, 8
and 9;
3. Support and provide advices on initiated trainings for Development of EBS Manual Packages for
Teachers and Training of Teachers on EBS Manual Packages for Teachers as well as reviewing drafts
of all documental outputs from the capacity building trainings;
4. Provide inputs for the development of proposed activities for visibility of UNESCO and KOICA to be
in line with the mandate of UNESCO;

5. Providing professional and technical inputs and ideas in the implementation of Regular Programme
activities in any case of needs in assistances and also for ideas to Education Unit meetings and
other similar events;
6. Develop as well as implement a road map establishment of coordination and communication of the
Units activities in providing inputs for progress reports and final project report of the Project and
other required documents developed by Education Unit to be submitted to donor;
7. Monitor and evaluate field activities of the project to ensure the planned implementations in time
under the work plans in achieving SDG 4 for Quality Education especially for Cycle 3 of Basic
Education on Basic Science Subject;
8. Performing other tasks related to the mandate of UNESCO and activities of Education Unit as
maybe requested by the Director Representative and Head of Education Unit, UNESCO Office,
Jakarta.

REQUIRED QUALIFICATIONS
COMPETENCIES
1. Excellent knowledge of English and both official & national languages of the country, Portuguese and
Tetum is required;
2. Ability to draft documents and express views in a clear and concise manner;
3. Ability to work in harmony, and distribute the tasks as well as work independently with
minimum supervision, with efficiency, competence, integrity and in harmony with people of
different national backgrounds;
4. High-level commitment and responsibility towards completing assignments efficiently,
accurately, and promptly;
5. Strong analytical skills and ability to analyze complex issues and convey concise and clear
accounts of specialized information;
6. Ability to work under pressure while maintaining accuracy and paying attention to details;
7. Excellent communication, negotiation and coordination skills in oral and written;
8. Strong computer literacy skills with sound knowledge of Microsoft Office.
EDUCATION AND TRAINING BACKGROUND
1. Master Degree in Education, Science, Social and Human Sciences, Management, Business
Administration or other related field;
2. Minimum 2 years professional working experiences in project management
DESIRABLE QUALIFICATIONS
International institutions/agencies, international cooperation donors working experiences specifically with UN Agencies or UNESCO Office Jakarta.
