OVERVIEW OF THE FUNCTIONS OF THE POST

I. Background

The current initiative focuses on driving social transformation in addressing economic violence against young women within the Management of Social Transformation and Foresight (MOST) program. This issue is critically important, as economic violence directly impacts on women’s well-being and their ability to protect their rights, particularly in cases of domestic abuse. Financial dependence is often a key factor that forces women to remain in abusive relationships. Common forms of economic violence include restricting access to education and employment opportunities.

 

II. Scope of Work

Within the framework of the UNESCO/SHS Regular Program on MOST, under the overall authority of the Head of the UNESCO Tashkent Office and supervision of the National Programme Officer for SHS of the UNESCO Tashkent Office, the consultant shall:

 

1.  Study the perceptions, attitudes, and level of awareness among citizens regarding the issue of economic violence against young women in the country. Assess how relevant and pressing this issue is in society through local publications, social surveys via social networks and social platforms.

2.  Support the UNESCO Tashkent Office in organizing one day of roundtable discussion on economic violence against young women in Uzbekistan. The event will bring together representatives from local government authorities working on gender equality, along with leaders and activists from non-governmental and non-profit organizations dedicated to supporting women. The contractor shall: 

 

  • provide the list of participants of the roundtable.
  • familiarize himself/herself with the profiles of the roundtable participants based on the preliminary list of participants and information provided by the UNESCO Tashkent Office.
  • based on the countries’ context and the specific target group, develop the roundtable materials, agenda and timetable accordingly in consultation with the UNESCO Tashkent Office.
  • act as the moderator of the roundtable discussion.
  • present his/her perspective on the issue, research findings, and policy recommendations. The main goal is to convey information about the existing problem to government bodies and contribute to reducing the level of economic violence in the country.
  • ensure the visibility of the activities by creating post and stories for social media accounts in collaboration with the UNESCO Tashkent Office.

 

3. Based on the survey and roundtable discussion, develop an analytical report that systematizes the existing problems and challenges related to economic violence against young women. The report should also include proposals, recommendations, and possible working models to address the current challenges.

III. Deliverables the Terms of Payment

By 15 August 2025 – the first report that includes survey findings as referred to II.1.

By 15 September 2025 – Support the UNESCO Tashkent Office in organizing one day of roundtable discussion on economic violence against young women in Uzbekistan as referred to II.2.

By 1 December 2025 – the final report that includes analytical report that systematizes the existing problems and challenges related to economic violence against young women as referred to II.3.

REQUIRED QUALIFICATIONS

Education:

  • Advanced university degree (Master's or equivalent) in gender studies, human rights, social studies, social work, sustainable development, or related field, with a minimum of 5 years of professional experience in related areas.

 

Work experience

  • Demonstrated knowledge of the Sustainable Development Goals (SDGs), with familiarity with Uzbekistan's social policy system and sustainable development context.
  • Proven experience in conducting surveys and reporting in related fields.

 

Languages

  • Fluency in English and Russian, and knowledge of Uzbek is an asset, with excellent communication skills to engage with diverse stakeholders, and drafting skills to produce reports in these languages.
