OVERVIEW OF THE FUNCTIONS OF THE POST

The UNESCO Open Educational Resources (OER) Recommendation 2019 supports the creation, use, and adaptation of inclusive and quality OER, as well as facilitating international cooperation in this field. It sets out five areas of action (i) capacity building to create, access, re-use, adapt and redistribute OER, (ii) supportive policy, (iii) inclusive and equitable access to quality OER, (iv) sustainability models for OER and (v) international cooperation.

 

The OER Dynamic Coalition was established further to the adoption of the UNESCO OER Recommendation  to support governments in implementing the OER Recommendation by promoting and reinforcing international and regional cooperation among all stakeholders in the first four areas of the UNESCO OER Recommendation. 

 

In this context, UNESCO is looking for a technical and functional consultant to contribute to the development of a well-functioning knowledge management and communications portal to foster knowledge exchange and development of OER actions worldwide in support of the successful implementation of the OER Recommendation. This will enable UNESCO to connect national, regional, and global platforms and networks to create a central access point for sharing and promoting the knowledge products on OER and ongoing OER initiatives and activities

Objective  

 

Under the overall authority of the Chief of Section for Digital Innovation and Digital Transformation (CI/IDIT) and the direct supervision of the Programme Specialist responsible for Open Educational Resources (OER) the Individual consultant shall:

Undertake the development of the UNESCO OER Recommendation Portal to allow stakeholders to register to be able to access the full communication, content sharing and online collaboration functionality. The Portal will be hosted on a UNESCO server and integrate the Microsoft suite of tools, including Teams and SharePoint Online.

The consultant will work with UNESCO to deploy the platform, which should meet the following technical requirements:
a) be built on SharePoint Online and interfaced with Drupal 9
b) be accessible for persons with disabilities (W3C Guidelines1)
c) the platform will have multilingual interface support that provides menus in different languages with filtering capabilities to support multiple language (priority UN languages: Arabic, Chinese, English, French, Russian, and Spanish)
d) all key pages and functionalities must be available in at least English and French 
e) Possibility to integrate a system of copyright verification, license and/or specify the type of utilization allowed by the license.

 

Add functionalities to the portal for :
a)integration with social media tools and other easy-to-use share buttons and publishing tools to promote better use and access to the Portal
b) integration with third-party online survey tools such as LimeSurvey  
c) Analytics and statistics tracking systems implemented to allow UNESCO to monitor and evaluate use of the website and its activities. UNESCO requires data on content usage and user activity and behaviour to optimise the use of the Portal.

Long Description

Deliverables and timeline

 

UNESCO requires the following deliverables to effectively deploy the Portal in an 11 month period: 

  • Detailed functional and technical specifications for the Portal in consultation with the UNESCO team, including the metadata structure and user permissions [Month 1-2]
  • Wire frame (mockup) of the Portal based on UNESCO branding guidelines (including logo, font, and colours) [Month 2-3]
  • Test site to perform quality control process before deployment of the live site [Month 3-4]
  • Installation of the live site on UNESCO servers once testing is completed and approval is given to go live [Month 4-5]
  • A user manual and webinar for the support staff and system administrators to perform content upload and administration [Month 5]
  • Support content uploading and administration of the site. [Month 5-11]

REQUIRED QUALIFICATIONS

Education

  • At least Bachelor's degree (or higher-level qualification) in Computer Science/Information Technology or related fields and a sound understanding of collaboration platforms.

 

Work Experience

  • At least five years of hand-on experience with SharePoint design and similar systems, development and administration, as well as practical knowledge of Flow/Power Automate.
  • Proven work experience in user interface design, and working knowledge of HTML, CSS, JS and XML technologies.

 

Skills/Competencies

  • Excellent knowledge of SharePoint design and similar systems, development and administration, as well as practical knowledge of Flow/Power Automate
  • Good understanding of new and evolving collaboration platforms.

  • Excellent knowledge of English (oral and written).

DESIRABLE QUALIFICATIONS

Work experience

  • Good knowledge and working experience of Drupal is highly desirable.

 

Languages

  • Knowledge of French would be an asset.

  • A competitive  fee or overall cost of the assignment expressed on monthly rates as per each deliverable with a maximum of 4500 USD per month

Additional Information:

  • The selected candidate will work remotely.  No travel supported.
  • This Consultant Contract is for a period of 11 months - estimated contract date April 2021
