OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Assistant Director General for Education and the Director of the Division for Peace and Sustainable Development, the overall guidance of the Chief of Section on Global Citizenship and Peace Education, and the direct supervision of the Programme Specialist in charge of the subject matter, the incumbent is responsible for implementing, monitoring and reporting on education programs that deal with violent pasts, embedded in UNESCO’s wider programs on Global Citizenship Education and ensuring alignment with the 2023 Recommendation on Education for Peace, Human Rights and Sustainable Development. The incumbent will be expected to perform the following essential duties:
- Support the planning and coordination of UNESCO activities on Holocaust and genocide education and addressing violent pasts, including observations of relevant international days, advocacy activities, capacity building, and related publications.
- Manage the implementation and further development of UNESCO’s International Program on Holocaust and Genocide Education, in coordination with project partners at the U.S. Holocaust Memorial Museum, relevant UNESCO Field Offices, and stakeholders in participating countries. This entails program development and project management duties, development, monitoring and implementation of related activities and publications, partnership coordination, and donor reporting.
- Provide strategic guidance on UNESCO activities related to the Global Citizenship and Peace Education section, with special focus on history education and education for peace, in close coordination with relevant colleagues, including from other UNESCO Sectors and Field Offices.
- Contribute to resource mobilization by playing an active role in identifying funding opportunities, developing funding proposals, submissions, and follow-up.
- Strengthen the network of key partners, including UNESCO Chairs, in the field of work of Global Citizenship and Peace Education with a focus on education about violent pasts.

REQUIRED QUALIFICATIONS
Education
- Advanced university degree (Masters or equivalent) in the field of History, Education, Social or Human Sciences, Political Science or related fields.
Work Experience
- Minimum 4 (four) years of progressively responsible relevant professional experience in history education, civic and citizenship education and/or education policy acquired in an academic, governmental, multilateral, educational or civil society organization, of which preferably 2 (two) years acquired at international level.
- Proven experience in international policy development and/or education research, advisory and advocacy, capacity development and training, and track record of engagement with senior officials in governments, funding agencies, non-governmental organizations or the United Nations.
- Proven experience in program management, fundraising, event organization and network building.
Skills and Competencies
- Important understanding of, and proven experience in, navigating education issues and challenges relating to education about violent pasts, specifically education about the Holocaust and genocide, contemporary antisemitism, and civic and citizenship education.
- Excellent skills in managing complex international education projects, including coordination with project partners, project implementation, results monitoring, budget implementation, and reporting.
- Successful track record in fundraising and grant writing.
- Experience in organizing events for diverse audiences, such as memorial days, workshops, trainings, conferences.
- Excellent communication skills, including ability to draft clearly and concisely for specialist and non-specialist audiences.Demonstrated ability to work innovatively and effectively to tight deadlines with minimal supervision and under pressure.
- Ability to establish and maintain effective working relationships in a multicultural environment with external and internal partners.
- Excellent interpersonal skills, tact and diplomacy.
- Excellent analytical skills.
- Good IT skills, including knowledge of MS software (Word, Excel etc.).
Languages
- Excellent knowledge (written and spoken) of English or French and good working knowledge of the other.
DESIRABLE QUALIFICATIONS
Work Experience
- Experience in developing and/or implementing education programs on the history of the Holocaust for diverse and/or international audiences.
- Experience in developing education policy or approaches that address diverse experiences of violent pasts, such as genocide, colonialism and/or violent conflict.
- Experience in the development and implementation of education programs that address root causes of violence and conflict, in particular hate speech, racism, and antisemitism.

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
The approximate annual starting salary for this post is 104, 581 USD.
