OVERVIEW OF THE FUNCTIONS OF THE POST

The Communication and Information Sector’s mission is to promote freedom of expression, media development and media literate societies, and to build knowledge societies through fostering universal access to information, innovation for sustainable development and the preservation of documentary heritage. (The role of this position does not include responsibility for UNESCO's wider external communications, which is managed by the Division for Communications and Public Engagement.).

 

In line with UNESCO’s Major Programme V (Communication and Information), the Individual Consultant shall provide assistance on projects related to the Universal Access to Information and Digital Inclusion Section in the Communication and Information Sector’s  work on Open Educational Resources (OER)
 
Under the overall authority of the Assistant Director-General for Communication and Information, the Director of the Division for Digital Inclusion and Policies and Digital Transformation (CI/DPT) and the Chief of Section for Universal Access to Information and Digital Inclusion (CI/DPT/UAI) and the direct supervision of the Senior Programme Specialist responsible for OER and Digital Inclusion: 

Long Description

1.    Support UNESCO’s capacity-building and policy initiatives for the implementation of the 2019 Recommendation on OER: 

a)    Organize at least two bilingual (English and French) OER Dynamic Coalition webinars and 1 face-to-face event on key areas related to the 2019 Recommendation on OER: Identify relevant themes, produce concept notes, liaise with speakers and UNESCO relevant services, produce inputs for webinar moderation, and oversee the implementation of and follow actions (news on the outcomes and reporting on the impact of the event).

b)    Design and implement a strategy for the integration of the 15 hours of footage from the 3rd UNESCO World OER Congress to support effective advocacy, capacity building and policy support for the implementation of the 2019 Recommendation, with a focus on the elements of the Dubai Declaration on OER. This footage includes: 15 long interviews (of less than 10 minutes) and 12 social media interviews (of less than some 3 minutes) with high level representatives present at the 3rd World OER Congress, as well as some 5 hours of live streaming of key plenary presentations at this event. 

c)    Support the development of an online summary of best practices on the implementation of the 2019 Recommendation from its 1st Consultation. This would include backstopping technical development and liaison with experts on the finalization of the texts.

 

2.    Support the strengthening of international collaboration through the IGF/UNESCO OER Dynamic Coalition

a)    Organize at least 1 expert consultation on a priority area of action identified by the 1st consultation on the 2019 Recommendation and examined during the 3rd UNESCO Congress on OER. 
 

b)    Drive the development of the OER DC Portal by ensuring the continuation of contractual backstopping, coordinating content creation, fostering community engagement, and strengthening regional and intra-regional collaboration among stakeholders..    
 

c)    Provide backstopping, in coordination with the relevant Programme Specialist, for the piloting of the OER Observatory. This would include ensuring contractual arrangements and liaising with the development team for this pilot. 


3.    Support overall programme implementation  

a)    Undertake other specific duties as instructed by the Supervisor on UNESCO’s OER and Digital Inclusion activities including drafting and editing of information material, concept notes, speeches, correspondence, briefings, project proposals, policy guidelines, agreements and other documents related to the implementation of the projects and in the areas relating to OER.

b)    Ensuring visibility of activities, through drafting articles, newsletters, supporting the development of awareness-raising campaigns.

REQUIRED QUALIFICATIONS

 

Education

  • Advanced university degree (Masters or equivalent) in education, communication, film, social sciences or related field.

 

Work Experience

  • Minimum 5 years of relevant experience8 and/or communication and information at the international level in education.

  • Experience in communicating project implementation actions and results in a Multilanguage context.

 

Skills/Competencies

  • Excellent communication skills, excellent writing skills.

  • Demonstrated ability to conceptualize issues and analyze data to compile and synthesize information in coherent and succinct formats.

Languages

  • Excellent knowledge of English and French.

DESIRABLE QUALIFICATIONS

 

Work Experience

  • Experience implementing activities related to OER and UNESCO Normative Instruments.

  • Work experience in the establishment and maintenance of electronic collaborative working spaces for the implementation of activities in a multilingual and multicultural environment.

  • Experience working on activities related to ICT and Education in the UNESCO and /or UN Context.

  • Experience working in UNESCO Field Units.


Languages

  • Knowledge of Arabic, Chinese, Russian and/or Spanish will be an asset.
