ANNEX A

1. BACKGROUND

The work of the section of Global Citizenship and Peace Education focuses on improving the relevance of education systems and addressing global challenges to peace, justice, human rights and democracy through education, with an approach that is holistic, gender- transformative, culturally sensitive, and human rights-based, central to fostering creative and sustainable societies.

2. DUTIES AND REQUIREMENTS

Under the authority of the Chief of Section of Global Citizenship and Peace Education (GCP), the direct supervision of the relevant Programme Specialist, and in close collaboration with other members of the section, the contract holder will contribute to the development and coordination of the Sector’s activities relating to global citizenship education, and more particularly on issues related to countering hate speech through education and Holocaust and genocide education through a series of targeted deliverables. This includes deliverables that relate to:

  • Supporting the implementation and final evaluation of the International Program on Holocaust and Genocide Education (IPHGE) in coordination with participating Member States. The consultant will also regularly liaise with involved UNESCO Field Offices and the key implementing partner, notably the United States Holocaust Memorial Museum. 
  • Supporting the organization of the 2025 International Day of Commemoration in Memory of the Victims of the Holocaust (27 January) and related activities.
  • Supporting the implementation of regional consultations and capacity-building events to promote media and information literacy, digital citizenship and addressing hate speech through education, in close coordination with the Communication and Information Sector and in partnership with concerned field offices. This includes project design and development of follow up activities on a national and regional level, budget planning and drafting of concept notes.
  • Supporting the development and publication of technical guidance on these subjects, including coordination of document production (copyediting, design and layout), translations and adaptations for regional and national contexts, as possible, in close cooperation with Field Offices and relevant UNESCO services.  Support the launch of new publications.
  • Identify, in collaboration with CI, gaps in international and national policies, and design new initiatives and partnerships to improve and strengthen UNESCO’s educational responses to hate speech, and assist in fund-raising.
  • Remain well versed about new research and global trends in Education, and contribute to the development of pertinent strategy papers, technical notes, frameworks and documents, articles related to GCED and the Education 2030 Agenda.
  • Contribute to communication (website, social media and other supports), outreach, and advocacy on all above-mentioned activities.

3. TIMELINES AND DELIVERABLES

  • Draft meeting agendas, context-relevant concept notes and detailed budgets for the upcoming 2024-2025 five regional consultations planned on hate speech (3 pages/regional consultation) by 30 September 2024.
  • Evaluation outline, finalized ToRs, and procurement of evaluation companies to conduct the final evaluation of the current program cycle of the International Program for Holocaust and Genocide Education (15 pages) by 31 October 2024.
  • Finalized, copyedited and laid out policy guide on addressing violent pasts through education and concept note for launch event (60 pages policy guide, 3 pages concept note) by 29 November 2024.
  • Finalized concept note, communications plan, detailed implementation plan and budget of the International Holocaust Remembrance Day (10 pages) by 20 December 2024.
  • Survey of Field Offices and IPHGE participating countries activities organized on the Holocaust Remembrance Day 2024 (15 pages; 1 web article) and summary report of UNESCO activities (5 pages) (31 January 2025)
  • Narrative progress report on final year of the current IPHGE cycle (January to December 2024), reflecting project activities and outcomes, in line with UNESCO reporting template (30 pages) by 28 February 2025.
  • Revised ED strategy on hate speech, taking into account CI and ED’s priorities, including detailed budget for related activities by 31 March 2025
  • Interim report (10 pages) for all regional and national activities carried out on hate speech from mid-2024, by 30 April 2025.
  • Outcome report of the IPHEG (30 pages) for the July 2024-February 2025 period by 31 March 2025
  • Final report (20 pages) for all regional and national activities carried out on hate speech before April 2025, by 31 May 2025.

4.  TRAVEL

The consultant may be expected to undertake travel on missions directly related to programmes and project implementation during the assignment.

REQUIRED QUALIFICATIONS

Education

Advanced university degree (equivalent to Masters) in in the field of Social or Human Sciences, History, Education, Political Science or related fields.

Work experience

At least 4 years of relevant professional experience, of which preferably 2 years acquired in an international organization or NGO.

Required skills/Competencies

  • Excellent strategic, analytical and communications skills;
  • Good knowledge of challenges related to Holocaust and genocide education in a global setting;
  • Good knowledge of issues such as hate speech, digital citizenship, media and information literacy, Internet regulation and freedom of expression, and human rights education;
  • Ability to multitask under pressure while proactively communicating progress and any emerging constraints and maintaining a high level of responsiveness;
  • Ability to work independently, often within tight timelines, to meet strict deadlines;
  • Experience working in an international, multi-cultural environment.

Languages

  • Fluency in writing and communicating in English required.
  • Knowledge and good drafting skills in another UN language (French, Spanish, Chinese, Arabic, Russian) would be an asset.

DESIRABLE QUALIFICATIONS

  • Proven experience in evaluating projects;
  • Excellent coordination and networking skills;
  • Good interpersonal skills and ability to maintain good working relations with colleagues and staff at all levels within as well as outside the organization;
