BACKGROUND
Under the overall authority of the Director of the UNESCO New Delhi Office and the direct supervision of the Finance and Administrative Officer of UNESCO New Delhi and in coordination with the Science Programme Specialist and Intergovernmental Oceanographic Commission (IOC), the consultant will provide services and reports based on actual programme and administrative support work with full respect of UNESCO rules and procedures in the field of Finance, Budget, Human Resources and Logistics Management.
SCOPE OF WORK
In particular, the incumbent shall perform the following duties:
1. Prepare a report recommending how events should be organized by supporting the office in organizing or assisting in events taking into account the following financial, budgetary, HR and logistics accountabilities.
Financial Accountabilities
Ensure that the Office’s financial resources and expenditures are fully and properly accounted; schedule payments and disbursement of funds
Ensure accurate and timely processing of assigned accounts, developing budget estimates and monitoring expenditures, participating and advising in the preparation of financial statements and budgets
SCOPE OF WORK
Compile and consolidate data from various sources into financial statements; prepare worksheets
Monitor expenditures, review payments and reconcile accounts
Investigate anomalies and erroneous charges and take corrective action
Provide assistance and guidance to undertake coding and data entry task and to extract information,
Budgetary Accountabilities
Assist and advise on planning and budgetting and recommend modifications
Prepare budget proposals and cost estimates and ensure that data is correct
Identify irregularities and undertake transactions to correct errors/omissions

HR Accountabilities
Follow-up on coming HR actions and oversee maintenance, update and clean-up of database
Logistics Accountabilities
Procurement: research and retrieve information on supply sources, vendors by commodity and obtain specifications on the market.
Review contractual documents (TOR, budget, contract nature and type).
Resolve issues/ problems related to delivered goods.
Prepare requisitions for supplies and equipment.
Arrange for control and distribution of inventory records.
Support the office in preparing and updating travel plans; make travel arrangements; prepare required travel requisitions and monitor the budget; arrange hotel accommodations and other related logistics following UNESCO policies, procedures, and rules.
2. Prepare a report recommending and developing techniques and methods that will improve financial, budgetary, HR and logistics management by supporting with administrative tasks related to these accountabilities.

Required Qualifications
Education
Minimum BA degree in Business Administration, Economics or related area.
Work Experience
Minimum 4 (four) years of progressively responsible and relevant work experience in one or several subject areas of administration including proven finance/accounting experiences;
Relevant work experience acquired at the international level;
Experience in writing material including budget and finance documents.
Skills and competencies
Excellent interpersonal skills for teamwork and work in a multicultural setting and ability to interact effectively with different stakeholders inside and outside the Organization;
Thorough knowledge of administrative rules, policies, processes and procedures gained through extensive experience in a related area;
Proven skill in managing a complex and demanding workload and accomplishing work through others.
Desirable qualifications
Education
Advanced University degree in Business Administration, Public Administration, finance, accounting or other relevant fields;
Accounting certificate or relevant certificate to the post.
Work Experience
Similar experience working with diverse organizations in the region and in an international environment preferably a UN agency.
Relevant work experience acquired at the international level.
Skills and competencies
Knowledge of SAP and other IT based systems for planning and monitoring voluntary contributions and of systems for tracking resource mobilization;
Good knowledge of UNESCO or UN System;
Knowledge of UNESCO’s programme and approved priorities;
Familiarity with the work and general function of UNESCO and international organizations in the UN system
Knowledge of UN Rules, Regulations and administrative procedures
REMUNERATION INSTALMENTS
The consultant fees is at USD 3000 per month.
