OVERVIEW OF THE FUNCTIONS OF THE POST

Background and Justification

The UNESCO Institute for Statistics (UIS) plays a central role in providing critical data to inform global development, policy-making, and investment decisions. As UNESCO’s official statistical agency, UIS provides cross-nationally comparable data in education, science, culture, and communication, supporting key global initiatives, including the UN Transforming Education Summit, the Global Education Cooperation Mechanism (GCM), G7, and G20.

UIS’s vision, articulated in its 2022-2029 Medium-Term Strategy, focuses on three core pillars:

  1. Standards and Methodologies
  2. Data Production
  3. Brokerage and Outreach

By enabling evidence-based policy-making and fostering shared learning, UIS ensures progress towards the Sustainable Development Goals (SDGs) and helps address emerging issues, such as the impact of COVID-19 on education. This consultancy aims to strengthen UIS’s digital presence and foster greater community engagement through an enhanced social media strategy. 

 

Objective

The objective of this consultancy is to develop, manage, and execute a comprehensive social media and community management strategy to increase UIS’s online presence. The consultant will work to engage diverse global audiences, build community interactions, and support UIS’s strategic objectives through targeted social media campaigns and community outreach efforts.

Key Responsibilities

Social Media Strategy Development

  • Develop a comprehensive, dynamic social media strategy aligned with UIS’s mission and global initiatives.
  • Create and tailor content for both established platforms (Facebook, Twitter, Instagram, LinkedIn, YouTube) and emerging platforms (TikTok, Threads).
    • Use storytelling techniques to effectively convey UIS's mission, values, and data-driven insights, fostering emotional connections with followers.

Community Management & Engagement

  • Foster a supportive and engaged online community, ensuring that UIS’s goals and values are reflected in community interactions.
  • Respond to comments, messages, and inquiries promptly and empathetically to strengthen community loyalty and trust.
  • Encourage user-generated content, building trust and increasing engagement by inviting community members to share their experiences.

Content Creation and Optimization

  • Produce and curate a wide range of content formats, including videos, images, infographics, animations, and live streams, optimized for platform-specific preferences.
  • Ensure content is mobile-friendly, accessible, and optimized for different platforms and devices, incorporating features such as alternative text for images and closed captions for videos.

Social Media Monitoring and Analytics

  • Implement tools for social media monitoring and performance analytics, tracking metrics such as reach, impressions, engagement rates, and conversion rates.
  • Regularly review data and adjust strategies to enhance audience engagement and reach, ensuring continuous improvement in performance.

Deliverables

  • A comprehensive social media strategy plan, including target audience segmentation, a content calendar, and engagement tactics.
  • Monthly or quarterly performance reports, including data analysis from social media platforms and analytic tools such as Google Analytics, Meta Insights, and social media dashboards.
  • Ongoing community feedback and engagement reports, with insights into trends, opportunities, and areas for improvement.
  • Innovative content creation, including interactive posts, live streams, and user-generated campaigns that resonate with a global audience and align with UIS’s goals.

REQUIRED QUALIFICATIONS

  • A Bachelor’s degree in Communications, Marketing, Journalism, or a related field.
  • A minimum of 3 years of experience in social media management, content creation, and community engagement, preferably within international organizations or nonprofits.
  • Expertise in content creation across multiple platforms, including video production, graphic design, and written content.
  • Strong understanding of social media analytics tools and emerging trends in digital marketing.
  • Experience with crisis communication and the ability to adapt strategies under high-pressure situations.
  • Multilingual proficiency and cultural competency, with the ability to communicate effectively with diverse global audiences.

DESIRABLE QUALIFICATIONS

  • An advanced degree (Master’s) in Communications, Marketing, or a related field.
  • Certifications in Social Media or Digital Marketing.
  • Experience working with international organizations or not-for-profit sectors.
  • Proficiency in graphic design tools (Adobe Photoshop, Illustrator, etc.) and familiarity with online publishing and web traffic analysis.

SELECTION AND RECRUITMENT PROCESS

  1. A Technical Proposal consisting of:
    • An updated curriculum vitae (CV).
    • A 1–2 page approach and methodology for the assignment.
  2. A Financial Proposal specifying:
    • The monthly fee for the assignment, quoted in US dollars, Canadian dollars, GBP, or Euros.
