OVERVIEW OF THE FUNCTIONS OF THE POST

Background 
The UNESCO Institute for Statistics (UIS) is the statistical office of UNESCO and is the UN depository for global statistics in the fields of education, science, technology and innovation, culture and communication.
The UIS is the official source of internationally comparable data used to monitor progress towards the Sustainable Development Goal on education. With custodianship of SDG 4 Global and Thematic Frameworks, the UIS hosts and co-chairs the Technical Cooperation Group on the indicators for SDG 4.
The UIS was established to improve UNESCO's statistical programme and to develop and deliver the timely, accurate and policy-relevant statistics needed in today’s increasingly complex and rapidly changing social, political and economic environments. Within this mandate, the UIS has initiated and supported regions and countries in developing benchmarks for selected SDG 4 indicators and region-specific education indicators; and, under the leadership of the African Union, is responsible for reporting against the CESA framework.  As part of its strategy for collaboration, brokerage and the generation of public goods the UIS has worked with UNICEF, World Bank, OECD and the GEMR on the Joint Survey of national education responses to COVID 19 and is developing resources to support the monitoring of commitments for Mission: Recovering Education 2021.  The Learning Data Compact launched recently with the World Bank and UNICEF will build on the work done by the UIS to establish a Global Proficiency Framework for Reading and Mathematics, and on methodologies and toolkits to measure learning outcomes to make measurements internationally comparable.  
The UIS is comprised of functions that cover Foresight and Innovation, Data Collection and Production; Support to Member States; Communication and partnerships, with presence in Montreal and a Field Network. It works closely with UNESCO Sectors. With a new Medium-Term Strategy for 2022 – 2029 it is in the process of a strategic transformation to maintain its leadership in strengthening the global evidence base and promoting the use of data in decision making for the areas of its mandate.   

Long Description

Purpose 
Under the overall authority of the Director of the UNESCO Institute for Statistics, the incumbent supports the activities of the Director’s office in the following areas: 
-    Developing input and preparing briefs for the Director
-    Research and analysis, mainly in the field of education;
-    Data collection and processing for special projects; 
-    Assisting the Director in governance, technical and other meetings and workshops, including with the organization

 

Long Description

Main tasks and responsibilities
Under the overall authority of the Director of the UNESCO Institute for Statistics, the incumbent performs the following tasks and responsibilities:
 

  1. Data collection

a) Prepare data sets upon request. 

  • Collect, evaluate, process, and analyse statistical data from a variety of sources. 
  • Process, classify and ensure internal consistency of data; reconciles discrepancies in data series. 
  • Apply, test and execute programme for specific statistical applications on the basis of specifications provided.
  • Maintain relevant computerized databases.

b) Provides an analysis of data collected highlighting issues around quality, coherency and gaps

  • Prepare charts, graphs and other outputs for reporting and presentation of various data.

2. Communication and Coordination

  • Serve as a focal point for coordination, monitoring and expedition of data analysis activity, involving extensive liaison with other teams to request data and to communicate data needs to other parts of the organisation. Follows-up on requests made by other team members and coordinates activities.
  • Draft communications related to all aspects of data analysis, including information on available data sets, data catalogues and data analysis, revisions and other related issues, as well as preparing unit contributions for a variety of periodic reports.
  • Support the coordination of SDG4 data governance and the work of Technical Cooperation Group on the Indicators for SDG 4 and its regional expansion as well as the Global Alliance to Monitor Learning (GAML)
  • Respond to internal/external requests on questions related to specific programme(s).
  • Assist in liaising with United Nations system and other organizations to obtain necessary statistical and other relevant information.
  • Maintain/update web pages.
  • Perform other duties as assigned.

REQUIRED QUALIFICATIONS

Education

  • Completion of secondary, technical or vocational education is required.

Work Experience

  • Minimum ten years of professional experience in quantitative and qualitative analysis techniques and report drafting.
  • Experience with database management such as Stata, MS Power BI, R, Tableau or similar.
  • Experience with database or programming languages (SQL, Python, R).

Skills and competencies 

  • An aptitude for numbers and the ability to present statistics in tabular and graphic form are required.
  • Strong analytical skills and the ability to manage and analyse large data sets with a statistical package.
  • Good organizational skills are essential for timely implementation of work plans, as well as an excellent team spirit and the ability to maintain effective working relationships in a multi-cultural environment.

Languages

  • Excellent written and oral communications in English. 

DESIRABLE QUALIFICATIONS

Education

  • University degree or advanced university degree in data science, analytics, statistics or a related field is desirable. 

Work Experience

  • Experience of working in education statistics.
  • Professional experience in a government or international organization.
  • Experience of working in a development context.

Skills and competencies 

  • Demonstrated writing abilities including contribution to or (co-) authorship of technical papers and analytical reports, preferably in the field of learning assessments or a related area.

Languages

  • A very good working knowledge of French would be an asset
