The UNESCO Regional Office for Culture in Latin America and the Caribbean and the UNESCO Cluster Office for the Caribbean are implementing the joint UNESCO-European Union programme Transcultura: Integrating Cuba, the Caribbean and the European Union through Culture and Creativity (hereafter called Transcultura Programme). 
This four and a half year programme seeks to deepen integration between Cuba, the Caribbean and the European Union and engages partners and targets direct and indirect beneficiaries within the geographic scope of the 17 Member States of CARICOM, CARIFORUM and OECS: Antigua and Barbuda, the Bahamas, Barbados, Belize, Cuba, Dominica, the Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Monserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname and Trinidad and Tobago.
The overall purpose of the Transcultura Programme is to deepen cultural integration in the Caribbean and strengthen people-to-people cooperation and exchange in the region and with the European Union. The Programme will create opportunities for entrepreneurship, socio-economic projects, and collaboration in the cultural and creative sectors, heritage and tourism within the Caribbean region, and the European Union. It is built on two components: the first focusing on strengthening the skills and capacities of young cultural professionals and the second on enhancing opportunities through knowledge transfer and exchanges. It includes establishing a regional Cultural Training Hub in Cuba.

Long Description

Main duties and responsibilities 

Under the authority and overall supervision of the Director of the UNESCO Cluster Office for the Caribbean, with direct supervision of the Programme Specialist for Culture and the Programme Coordinator in Kingston; and in close coordination with the Transcultura Programme Team of the UNESCO Regional Office for Culture in Latin America and the Caribbean in Havana, the incumbent will support the implementation of the Transcultura Programme concerning the Caribbean English-speaking Member States and Associate Members covered by the UNESCO Cluster Office for the Caribbean by carrying out the following duties and responsibilities:

1. Assist the Programme Coordinator in the overall planning, implementation, monitoring, reporting, evaluation and documentation of the Transcultura Programme;
2. Collect, register, maintain and analyze information on the implementation of the Transcultura Programme and organize the physical and electronic filing based on existing organizational standards, including all relevant documents, correspondence, reports, work plans, etc.;
3. Compile, summarize, analyse and maintain data on the delivery of the Transcultura Programme and prepare status and progress reports and analysis, briefings, inputs for meetings and events, correspondence, presentations, communications materials, reporting and speeches, among others;
4. Support meetings with counterparts, the donor and other relevant entities for both the online and face to face modes, prepare documentation and minutes related to these meetings and ensure monitoring and follow-up on the commitments;
5. Search, locate, compile, review and update information and data used in the development of documents, work plans and budgets and assist entering information into monitoring, evaluation and reporting tools of UNESCO;
6. Draft Terms of Reference for institutions, entities, consultants, experts and personnel, as well as contribute to the processing of contracts, payments and other relevant documentation;
7. Assist in the preparation of budgetary and financial reports, verification of overall accuracy and consistency, and crosschecking consistency of figures and assist in the preparation of budgetary and financial reports, statistics and projections;
8. Update and maintain a calendar of the Transcultura Programme, including meetings (with partners, authorities, and others), events, missions, deadlines and milestones and ensure monitoring and follow-up;
9. Update and maintain relevant contact information of beneficiaries, participating institutions and entities, experts, etc.;
10. Establish and maintain a monitoring system for incoming and outgoing correspondence and coordinate follow-up with the appropriate staff of the UNESCO Cluster Office for the Caribbean;
11. Provide project management and general office support, including but not limited to monitoring contract and payment schedules, supporting staff agendas, making/receiving calls, printing and photocopying, sorting and filing, among other relevant tasks;
12. Support and maintain regular exchange and increasing cooperation and synergies with the Team of the ACP-EU Joint Project 'Creative Caribbean: An Ecosystem of "Play” for Growth and Development’;
13. Implement any other tasks within other priority areas as identified by the Director and/or Programme Specialist for Culture of the UNESCO Cluster Office for the Caribbean and the Programme Coordinator, provided those tasks are consistent with the incumbent's professional qualifications.

- Technical diploma in International Development, Social Sciences, Cultural Studies, Economics/Administration, or other relevant fields to the position. 

Work Experience
- Minimum of three (3) years of relevant experience, preferably in assisting to implementation of international projects, is desirable.
- Experience (academic or professional) in the cultural and creative sectors, heritage or tourism.

Skills and Competencies
- Ability to work effectively with diverse groups of professionals towards common goals and in an international environment.
- High sense of responsibility and willingness to take initiatives.
- Excellent communication and interpersonal skills.
- Good IT skills, including advanced knowledge of MS Office (Word, Excel, PowerPoint, etc.).

Language requirements:
- Excellent knowledge of English (oral and written);
- Good (working) knowledge of Spanish (oral and written).
