OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Officer-in-Charge of UNESCO in Afghanistan, the supervision of the Head of Education, and the direct oversight of the BESAF and Alternative Learning/Education Team Lead, the incumbent will contribute to the planning, implementation, and coordination of skills-based literacy (SBL) and alternative learning/education interventions. This includes liaising with implementing partners (IPs) and relevant stakeholders at both national and sub-national levels.
Main Duties and Responsibilities
Support the BESAF and Alternative Learning/Education Team Lead in planning, implementing, and coordinating skills-based literacy and alternative learning/education interventions. Collaborate closely with key stakeholders to ensure project progress and achieve project goals, targets, and milestones.
Long Description
- Assist in developing detailed work plans for skills-based literacy and alternative learning/education projects, regularly reviewing and refining project activities and adjusting financial plans as necessary.
- Create a financial plan, including procurement strategies for goods and services, ensuring the timely delivery of teaching and learning materials to beneficiaries.
- Collaborate with the curriculum team to develop training and supervision plans for Master Training and its cascading to SBL facilitators.
- Support the Team Lead in achieving project goals and milestones, ensuring timely delivery of activities by the IPs and relevant team members.
- Monitor contract implementation by collecting, reviewing, and processing technical and financial reports from IPs, ensuring completeness, quality, and timely disbursement of funds.
- Systematically document best practices, lessons learned, and innovations in program implementation, using feedback loops to integrate these lessons into ongoing project planning.
- Serve as the focal point for direct communication with IPs, ensuring smooth project implementation and addressing any bottlenecks in consultation with the Monitoring, Evaluation, Accountability, and Learning team.
- Oversee and coordinate the Complaints and Feedback Mechanism (CFM) for program activities by collecting and analyzing data, following up on issues, and producing regular reports related to CFM.
- Facilitate the effective dissemination of knowledge, findings, conclusions, recommendations, and lessons to relevant audiences, aiming to improve program performance and contribute to broader learning.
- The incumbent will also perform any other relevant tasks related to skills-based literacy, alternative learning/education, and other education programs as requested by the supervisor.
COMPETENCIES (Core / Managerial)

REQUIRED QUALIFICATIONS
Education
- Advanced university degree (Master’s or equivalent) in Education, Business Administration, Social Sciences, Development Studies or related area.
Work experience
- At least two years of relevant professional work experience in education project planning, implementation and coordination.
Languages:
- Very good command of English, both written and spoken.
- Fluency (written and spoken) in Dari and/or Pashto.

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
The approximate annual starting salary for this post is 45,101 USD.
