OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director, UNESCO Jakarta, and the direct supervision of the Administrative and Finance Officer (AO), the Associate Procurement Officer shall support strategic procurement and contracting services ensuring value for money, fairness, integrity, and transparency of procurement processes in accordance with UNESCO regulations, rules, and internal procedures. Work involves close coordination with AO, Project Leads (PS), and relevant colleagues in OPS/PRO, UNESCO HQ. The incumbent shall promote a client focused approach working closely with AO Jakarta, Programme Specialists (PS), and HQ team to ensure effective and efficient service delivery. Within delegated authority, the incumbent shall perform the following duties and responsibilities:

1. Support project/programme procurement needs identification, planning, analysis, sourcing, and bid evaluations for a variety of goods and services of significant complexity to ensure optimization of procurement cycle.

2. Review and analyze complex technical specifications to ensure inclusions are non-biased, promoted competitiveness, relevancy, and completeness. Propose enhancements to TORs as necessary to promote realization of VFM. Ensure vendor pre-qualifying and evaluation criterion are included, are fair and relevant. Provide guidance on basic market and supplier research in accordance with UNESCO rules to support identification of comparative baseline/bench marking unit prices.

3. Support development and formulation of source strategy and entire procurement cycle management. Guide PS in formulating objective VFM justifications for waivers and/or IPA selection.

4. Provide guidance on objective contract planning and required contractual aspects/inclusions with a focus on effective contract design to support monitoring, risk mitigation inclusions to hedge nonperformance risks e.g., KPIs, ISO, etc., as applicable, and to promote effective quality control, unit price adherence, timely delivery, and client relationship management.

5. Support effective solicitation cycle management and bid evaluations promoting realization of competitiveness, technical specs conformity, fairness, transparency, and adherence to UNESCO procurement rules. Provide advisory to bid evaluation teams on factors that have additional cost implications, affect quality, implementation schedules, reliability, and/or after-sales/completion implications in vendor proposals to ensure VFM contract awards.

6. Participate in BOS Procurement working groups. Ensure direct contracting and/or LTA use is compliant to UNESCO Administrative Manual and principles of the UN Mutual Recognition.

7. Compile and analyze procurement data to identify patterns, trends, spend, etc., providing insight via data visualization to support data-driven planning, decision-making, and reporting. Prepare a variety of reports, correspondence, and documents on procurement-related matters. Maintain and monitor work plans/schedules for ongoing and upcoming procurement requirements.

8. Facilitate knowledge sharing/capacity building on the floor via coaching and mentoring. Support mapping/update of JAK internal procedures governing procurement, establish best practices aligned to local operational context, document lessons learned, and recommend process improvements.

9. Perform any other duties activities that may be required as assigned by the supervisor.

REQUIRED QUALIFICATIONS

EDUCATION:

• An advanced university degree (Master’s or equivalent) in Supply Chain Management, Public Procurement, MBA or Public Administration, Contract/Commercial Law, or related fields.

• Professional certification in Procurement, Logistics, and/or Supply Chain management (Minimum CIPs2 certification or equivalent required).

 

WORK EXPERIENCE:

• A minimum of two (2) years of experience in procurement, supply chain operations, contract management and/or related area is required.

• Knowledge of local supplier networks, common procurement industry practices at National & International level. Proven experience in formulating procurement strategies and concepts.

• Solid competencies in procurement planning, solicitation, evaluation, and contract awards.

• Experience in developing complex Terms of References and working with Technical Evaluation panels required.

• Experience supporting senior management in general administrative and operational support.

DESIRABLE QUALIFICATIONS

EDUCATION:

• Prince 2, Project Management and/or equivalent certification is desirable.

• Contract management certification is an added advantage.

 

WORK EXPERIENCE:

• UN procurement experience and/or similar international organization experience is desirable.

• Experience in contract management is desirable.

• Experience using SAP or similar Enterprise Resource Planning (ERP) system is desirable.

• Experience in finance is an added advantage

 

LANGUAGES:

• Knowledge of Bahasa is an added advantage.
