OVERVIEW OF THE FUNCTIONS OF THE POST

Students spend a significant amount of time in school, where their values and behaviours are shaped by their experiences. The school environment greatly influences their learning outcomes. School-Related Gender-Based Violence (SRGBV) is a critical issue that undermines the safety and educational achievements of students, manifesting in various forms, including physical, sexual, and psychological violence. These behaviours often stem from entrenched gender norms and inequalities. SRGBV violates children’s fundamental human rights and constitutes a form of gender discrimination. Addressing SRGBV is essential for creating safe and inclusive educational environments. In Pakistan, where gender disparities in education remain a significant challenge, this issue disproportionately affects girls, hindering their right to safe education. Teachers' knowledge and understanding of SRGBV in Pakistan vary, often depending on their training and the cultural context of their schools. Many teachers lack awareness of the full range of SRGBV, and traditional norms in rural areas can make it difficult to recognize or address the issue. Some may unintentionally reinforce harmful stereotypes or overlook bullying and harassment, highlighting the need for improved capacity building for teachers on this subject. Capacity building on SRGBV can help teachers and teacher educators create gender-sensitive and inclusive classroom environments. By raising awareness of classroom dynamics such as gender, power, and racial issues, teachers can develop more positive disciplinary approaches and promote safer learning environments. Long Description

The UNESCO Office in Pakistan is seeking to hire a national consultant to design and implement a capacity building training on School-Related Gender-Based Violence (SRGBV) for 35 teachers and teacher educators working in the Directorate of Education Extension and the Elementary College of Education in Pakistan Administered Kashmir (PAK) . This capacity building training will focus on enhancing teachers' understanding of SRGBV, equipping them with practical skills to address it, and integrating relevant content into teacher education curricula.
The national consultant will develop a comprehensive training programme that addresses key themes such as the definition, causes, and impacts of SRGBV, gender norms and stereotypes, and strategies for creating safe and inclusive school environments. The programme will also emphasize gender-sensitive pedagogy and techniques for identifying and preventing SRGBV. 

More specifically, the assignment aims to achieve the following two objectives:

a.Capacity Building: Strengthen teachers' and teacher educators' understanding of the definition, causes, and impacts of SRGBV, helping them recognize the factors that contribute to such violence and its effects on students' well-being and learning environments.
b.Skill Development: Equip teachers and teacher educators with practical skills, strategies, and tools to prevent and address SRGBV in schools, using gender-sensitive approaches that promote inclusive teaching and reduce gender-based discrimination.

In line with the above objectives, the capacity building training should cover the overarching theme of SRGBV, focusing on the following concepts:

•Definition of SRGBV: Understanding the different forms of gender-based violence that occur in or around schools, including physical, sexual, emotional, and psychological violence, as well as bullying and harassment.
•Causes of SRGBV: Examining the social, cultural, and institutional factors that contribute to SRGBV, such as gender norms, power imbalances, and discriminatory attitudes.
•Impact of SRGBV: Analysing the effects of SRGBV on students' physical and mental health, educational outcomes, attendance, and overall well-being, as well as exploring the long-term social consequences of such violence.
•Gender Norms and Stereotypes: Investigating how gender roles and stereotypes perpetuate violence and inequality in school settings, and how these norms can be challenged through education.
•    Identification and Prevention: Building capacity of teachers and teacher educators to recognize signs of SRGBV and implement prevention strategies, including creating safe, inclusive school environments and promoting respectful relationships among students.
•Gender-Sensitive Pedagogy: Developing teaching methods and materials that are inclusive and sensitive to gender issues, promoting equity and respect in classrooms.
•Creating Safe School Environments: Developing strategies for fostering a culture of safety and respect, where students feel protected from gender-based violence and can learn in a supportive atmosphere.
This initiative aims to foster safer, more inclusive learning environments, contributing to gender equality and the protection of students’ fundamental rights.
 

 

Long Description

SCOPE OF THE ASSIGNMENT

Under the overall authority of the Officer-in-Charge of the UNESCO Office in Pakistan and the direct supervision of the Head of the Education, the national consultant will perform the following duties

1.    Development of a Capacity Building Training Manual: In line with the objectives outlined above and the identified areas, the consultant will develop a capacity building manual and accompanying materials for a four-day capacity building training programme as follows:
a.    Develop a comprehensive capacity building manual in English on reducing SRGBV, incorporating both theoretical and practical components. The manual should clearly specify the overall purpose of the capacity building training, along with the content areas and learning outcomes for each selected area.
b.Design interactive sessions that engage participants and encourage the application of knowledge in real-world scenarios.
c.Prepare capacity building materials, including presentations, handouts, and case studies.
d.Create a detailed daily planner for the four-day capacity building workshop, specifying the content, session learning objectives, and required resources.

2.    Training Delivery: Organize and supervise the delivery of the capacity building training in a participatory workshop format:
a.Conduct a four-day capacity building training for 35 teachers and teacher educators working in the Directorate of Education Extension and the Elementary College of     Education in PAK/ AJ&K.
b.Utilize participatory methodologies to ensure the active involvement and engagement of participants.
c.Develop pre-and post-training assessments to measure the effectiveness of the capacity building training.
d.Gather feedback from participants to inform future capacity building workshops.
e.Prepare a detailed report summarizing the outcomes of the capacity building training, challenges encountered, and recommendations for further action.
f.Facilitate the team in developing an action plan for district-based capacity building training programmes.

DELIVERABLES AND SUBMISSION TIMELINE 

The national consultant shall submit the following deliverables to his/her supervisor(s) before each payment on the tasks undertaken and accomplished in line with the above-mentioned scope of assignment.

1.Inception Report: Highlighting the methodology, proposed content, and workplan for organizing the capacity building training, along with coordination with the concerned education department. (By end of week 2 after signing date of the contract)

•A master’s degree in education, gender studies or a related field is mandatory.

Professional Experience:

It is desirable that the national consultant has:

• Five years of experience in designing and delivering capacity building training for teachers, teacher educators, and other stakeholders focusing on gender equality and addressing gender-based violence, with a particular emphasis on creating safer and more inclusive educational environments.
• A strong understanding of School-Related Gender-Based Violence (SRGBV) and gender issues in Pakistan.
•Exceptional facilitation skills with the ability to effectively engage and communicate with diverse groups of participants.

Skills and Competencies:
• Excellent communication, analytical, report-writing skills and database packages.
• Proficiency in MS Office (Word, Excel, Teams, Outlook, PowerPoint).
• Good knowledge and understanding of government functioning.
• Ability to take initiative and establish priorities, with capacity to work efficiently under pressure
• Comfortable with working in a multicultural workplace, ability to work in a team to achieve shared objectives.
• Strong understanding of Pakistan Administered Kashmir (PAK)/ Azad Jammu and Kashmir (AJ&K) educational landscape.

• Fluency in English and Urdu is required, with proficiency in any other local languages spoken in the area being an added advantage.
 

2.Detailed capacity building training manual in English. The capacity building training manual should include all supplementary resources such as presentation, session plan, case studies, group tasks, pre- and post-training assessment tools. (By end of week 5 after signing date of the contract)

 

3.Project Completion Report: A comprehensive report on the capacity building training, including participant feedback, assessment results, and recommendations. (By end of week 12 after signing date of the contract)
