OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority and direct supervision of the Director of Office the UNESCO Regional Office for Culture in Latin America and the Caribbean and Cluster Office to the Latin Caribbean, Cuba, Dominican Republic, Venezuela, as well as in collaboration with the Regional Office for Education and UNESCO Education Institutes based in the region, the Individual Specialist will undertake tasks and provide outputs, as define below within the realm of, program and project work, advice, research and knowledge management, networking and partnerships within the Education Program of UNESCO-Havana. Within the concrete deliverables set, shown in the below section where they are detailed, the Individual Consultant will:

 

1) Program and Project Outputs 

a. Contribute to the conceptualization, design, planning, development, coordination, monitoring, evaluation and implementation of the Field Office’s Education Strategy and its corresponding programs, projects and activities including Output 1, Output 2 and Output 4 of the C/5.

b. Contribute to, and report on, the monitoring and evaluation activities of Sector C/5 and deliver the main inputs for the annual report 2025.

c. Identify focus areas within the Member States' national priorities, and when requested by national authorities, propose alignment of these priorities with UN (Agenda 2030 and UN Sustainable Development Frameworks) and development partners’ approaches and strategies, proposing linkages for UNESCO’s education initiatives at the national, regional and global levels, identifying and proposing inter-sectoral and inter-disciplinary collaboration opportunities in close cooperation with others.

d. Contribute to and provide technical expertise to the activities in the Field in assigned areas of focus and ensure the final reports, including the areas of Education for Sustainable Development, Social and Emotional Learning, General History of Africa and STEAM.

e. Contribute to the provision of policy advice and technical expertise to Ministries of Education in Dominican Republic, to implement country policy on Human Rights.

f. Contribute to the production in both in terms of substantive aspects (assessment, curriculum, pedagogy) as well as the promotion of cross cutting values as a reflection of the priorities of Sustainable Development Goal 4 and the region’s Education Support Strategy.

2) Partnerships

  1. By providing technical expertise, to assess and develop both internal and external collaborative project proposals based on needs; define and revise project requirements and specifications in line with goals and priorities and project quality criteria; conduct feasibility studies and draft reports, when required.
  2. Contribute to, also by providing technical expertise, the interdisciplinary work in the multi-sectoral team of the Field Office in the region, particularly with regards to the educational dimension of the “2030 Sustainable Development Agenda and UNSCDF development.

Long Description

  1. By providing technical expertise, contribute to UNESCO’s involvement in the UN project management systems, identifying areas for improved alignment of projects and activities at country and region levels, including providing inputs to the preparation of Common Country Assessments (CCAs), United Nations Sustainable Development Cooperation Frameworks (UNSDCF) Country Program Documents (CPDs) and Country Program Action Plans (CPAPs), in alignment with regional UNESCO goals, national and UN Agencies’ goals.
  2. To analyze, compile and report data for potential partnership opportunities. Identify opportunities for increased collaboration and draft project proposals for consideration.

3) TRAVEL

  1. The Individual Specialist will be required to travel on missions (up to 3 missions during the period) directly related to projects and implementation during the assignment. The Individual Specialist should travel economy class and receive Daily Subsistence Allowance (DSA) at the standard rate (and which should be reduced, as necessary, when the number of days of DSA exceeds the limits stipulated in the table of rates published by International Civil Service Commission (ICSC). DSA is only payable to individuals carrying out assignments away from their usual place of residence or work. The Individual Specialist is expected to make her/his own travel arrangements and should be provided with a lump sum to cover travel-related expenses in accordance with UNESCO rules and regulations. Travel-related expenses (e.g. the cost of tickets, terminal fares and DSA) must be fixed and agreed between the parties. The Individual Specialist is responsible for obtaining the United Nations Department for Safety and Security (UNDSS) security clearance prior to each approved mission.

Deliverables

  1. Inception, Progress and Final Report, on the technical expertise and contributions provided, the tasks performed, within the clauses 1 to 3 (namely, Programme, Partnerships and Travel) mentioned above, by 15 July 2025, 15 September 2025, and 15 November 2025.
  2. Proposal and a final version of the learning materials of General History of Africa initiative, by 30 September 2025
  3. Proposal and a final version report for UNESCO designates sites and Education project, by 30 September 2025
  4. Proposal and a final version report for Education in colors guidelines, by 30 September 2025
  5. Proposal and final version report of STEAM and micro-kit, by 31 October 2025.
  6. Report on the technical assistance provided for the training in Human rights and the Recommendation on the Education for Peace in the Dominican Republic, by 31 October 2025.

REQUIRED QUALIFICATIONS

Education 

  1. Advance degree (Master´s or equivalent) in Education or other related fields.

 

Work Experience

  1. A minimum of 10 years of relevant professional experience in program implementation.
  2. A minimum of 5 years of relevant international experience.
  3. Experience in providing technical expertise to projects in the field of Education for Sustainable Development, Social and Emotional Learning, and other UNESCO key programs.
  4. Experience in building partnerships with National and International counterparts.

DESIRABLE QUALIFICATIONS

  1. Previous experience working in UN system or any other International Organization.
  2. 15 years of relevant professional experience in program implementation.
