OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Head of the UNESCO Office in Dhaka and under the direct supervision of the Chief of the Education Unit, the incumbent will contribute to the design, coordination and implementation of activities carried out under the Major Programme I - Education in Bangladesh in view of supporting the Member State of Bangladesh in its effort to implement its Five Year Plan (FYP) and the United Nations Sustainable Development Cooperation Framework (UNSDCF), as well as contribute to the 2030 Agenda for Sustainable Development.

In particular, the incumbent will be responsible for providing professional and technical support, research and analysis, with an emphasis on the national context to develop, implement and evaluate programme initiatives to promote SDG4 and support the Member State of Bangladesh in advancing primary education, literacy and livelihoods. The post includes attention to the role of gender equality, inclusive education and education in emergencies.

The incumbent shall work as part of the Interdisciplinary team in the UNESCO Office in Dhaka, collaborating with relevant stakeholders and with technical guidance from Education Sector at UNESCO Headquarters and at the UNESCO South Asia Regional Office.

Long Description

Key responsibilities include:

Technical Support and Project Management

  • Provide professional and technical support in the identification, design, planning, coordination, implementation, monitoring and evaluation of activities in the field of education in the country in the framework of Major Programme I and in line with the Education Sector's strategies and priorities to promote SDG4, and support the Member State of Bangladesh in the areas of primary education, literacy, livelihood skills development and teacher training in both humanitarian and development contexts.
  • Coordinate and monitor the development, implementation and evaluation of projects in education, including technical assistance to the education ministry in implementing the Primary Education Development Programme, guidance on teacher training in Burmese, literacy and skills development for youth and adults in the Rohingya camps and host communities and collaborate with subject-matter experts, educators, and researchers to assure the quality of the project activities.
  • Provide technical advice and support to the national institutions and other stakeholders in charge of education relating to the celebration of International Literacy Day. 
  • Coordinate the planning, implementation, monitoring and evaluation of the literacy and livelihood skills development project and teacher training on the use of Burmese in the Rohingya camps and host communities in consultation with RRRC and the Cox’s Bazar Education Sector.
  • For the projects under the incumbent’s responsibility, support the preparation of project periodic and final financial and narrative reporting, monitor the budgetary and financial status of the projects and decentralised budgets, and ensure financial accountability.
  • For the projects under the incumbent’s responsibility, ensure the appropriate implementation, monitoring and evaluation of the project outcomes and make recommendations for continuous improvement.
  • Stay updated on the latest trends, research and best practices in education, particularly in EiE, skills development, teacher training and ICT/AI in education.

Long Description

Networks, Partnership and Resource Mobilization

  • Maintain strategic partnerships with other United Nations (UN) Agencies and Multilateral and Bilateral Development partners in collaboration with colleagues from UNESCO Headquarters and Field Offices, Category I and Category II Centres and Institutes in education to foster opportunities for joint programming activities within the implementation of the common UN Country Programmes in support of the United Nations Sustainable Development Cooperation Frameworks (UNSDCFs) related to the areas of literacy, livelihoods and education in emergencies.
  • Regularly participate in DPC for primary education, Education Development Partners' group, Cox's Bazar-based working groups and SDGs discussions. 

  • Support the UNESCO Dhaka Office's interdisciplinary and multidisciplinary efforts, including the formulation of intersectoral programmes in the areas of primary education, literacy, livelihood skills development and teacher training in both humanitarian and development contexts

  • Identify and contribute to the formulation of the Office resource mobilisation strategy and its biennial implementation plans, in particular to develop in collaboration with other Programme Officers, interdisciplinary concepts and project proposals by mapping donors, drafting concept notes and project proposals and maintaining regular contact with the donor community.

REQUIRED QUALIFICATIONS

Education

  • Advanced University degree (Masters or equivalent) in education, social sciences, or a related field.

Work Experience

  • Minimum five years of relevant experience in education or related areas.
  • Experience in coordination and programme management, design and implementation of programmes/projects including expertise in education.

Skills & Competencies

  • Good analytical and problem-solving skills.
  • Excellent organizational, coordination, interpersonal and negotiation skills, as well as an ability to network with a range of partners, donors and other stakeholders. skills. 
  • Ability to work in a multicultural environment, excellent interpersonal skills with tact and sensitivity to diversity.
  • Ability to build, maintain and enhance working relations with national/local authorities as well as key stakeholders in the civil society, such as national and international Non-Governmental Organizations (NGOs) in the Asia and Pacific (APA) Region.
  • Ability to communicate (written and oral) with various stakeholders including drafting high quality, clear, concise documents and reports, and Excellent presentation skills and ability to communicate effectively and persuasively.
  • Good IT skills.

Languages

Excellent knowledge (written and spoken) of English and Bangla.

DESIRABLE QUALIFICATIONS

Education

PhD degree or equivalent in education, social sciences, or a related field.

Work Experience

  • Proven experience in education in both humanitarian and development contexts.
  • Experience within government or private sector in the field of education.

  • Experience with specialized agencies of the United Nations' system and/or professional NGOs, and/or organizations for international technical cooperation.

Skills & Competencies

  • Ability to work effectively in a complex and changing environment.
  • Familiarity with the work and functioning of the UN System, including key mechanisms such as the UNSDCF, UN Country Team (UNCT) mechanisms, Delivering as One (DAO) and UN Joint Programming and UN inter-agency initiatives
  • Good knowledge of UNESCO's work and programmes in the area of education and the 2030 Agenda for Sustainable Development. 

Languages

  • Knowledge of another official UNESCO language (Arabic, Chinese, French Russian, Spanish).

BENEFITS AND ENTITLEMENTS

UNESCO Salaries in Dhaka are paid in Bangladeshi Taka (BDT). The annual remuneration for the post (SC 08 Mid) is approximately BDT 3,100,000. UNESCO Service Contract benefits include 30 days of annual leave as well as a contribution to the pension scheme and health insurance upon proof of inscription.
