OVERVIEW OF THE FUNCTIONS OF THE POST
1.0 Background
The Better Education for Africa’s Rise (BEAR II) project is a collaborative initiative between UNESCO and the Republic of Korea aimed at strengthening Technical and Vocational Education and Training (TVET) systems in five beneficiary countries in Eastern Africa: Ethiopia, Kenya, Madagascar, the United Republic of Tanzania, and Uganda. The project has recently received additional support to scale up its activities from 2024 to 2026, building on its success in addressing the need for improved TVET systems that equip young people with the skills required for decent employment or self-employment.
The overarching goal of BEAR II is to empower young people by enhancing their access to quality education and training that aligns with the demands of the labor market. The project emphasizes three key areas of improvement: increasing the relevance of TVET to economic and labor market needs, enhancing the quality of training programs delivered by TVET institutions, and improving the overall perception of TVET among young people and society.
As part of its commitment to enhancing the quality of TVET programs and institutions, the BEAR II Project procured technical equipment and tools for the Karume Institute of Science and Technology (KIST) in Zanzibar and the Morogoro Vocational Teachers Training College (MVTTC) in Mainland Tanzania. The primary goal of this procurement was to support the delivery of training programs in fields such as Digital Design and Development, Aquatic Products Processing, Fruits and Vegetable Processing, Food Production and Processing, Interior Design and Decoration, Seaweed Farming, and Wood Carving. Aligned with the project’s focus on agro-business and the creative industry, this initiative aimed to integrate state-of-the-art tools into the curriculum, thereby enhancing the learning experience for trainees. The objective was to improve their practical skills, ensuring that their capabilities align with industry standards and labor market demands while strengthening the institutional capacity of both colleges to deliver high-quality, relevant training.
To ensure the sustainability of this critical investment, the BEAR II scale-up activities will include the assessment and maintenance of the equipment provided to KIST and MVTTC. This step is essential to safeguard the functionality and longevity of the equipment, ensuring that it continues to support the delivery of quality training and the development of a skilled workforce. The main goal of this assignment is to evaluate the status of the equipment, address any immediate maintenance and repair needs, and establish a sustainable framework for its ongoing upkeep. This initiative is critical to the BEAR II Project’s efforts to strengthen TVET institutions and contribute to a skilled and competitive workforce capable of driving economic growth and development in Tanzania.

2.0 Overall Objective
The overall objective of this activity is to ensure the sustainability, functionality, and effective utilization of the BEAR II Project equipment provided to the Karume Institute of Science and Technology (KIST) and the Morogoro Vocational Teachers Training College (MVTTC), thereby supporting the delivery of high-quality and relevant training that aligns with industry standards and labor market demands

2.1 Specific Objectives
The specific objectives of the assignment include to:
1. Conduct a comprehensive evaluation of the equipment supplied to KIST and MVTTC to determine its operational condition, utilization, and alignment with training program requirements.
2. Identify and document any issues affecting the equipment's functionality while proposing immediate maintenance, repairs, or replacement solutions.
3. Repair defective items to restore functionality and ensure their effective use in training programs.
4. Provide recommendations to enhance the capacity of KIST and MVTTC to manage and maintain the equipment effectively.
5. Assess the utilization of the equipment within training programs to maximize its impact on improving trainees' practical skills and employability.
6. Compile findings and insights from the assessment, repair, and maintenance process to inform future procurement and maintenance strategies.

3.0 Scope of Work
Activity 1.1: Conduct a comprehensive equipment evaluation Description: Evaluate the operational condition and utilization of the equipment at KIST and MVTTC, ensuring alignment with the institutions’ training program requirements.
Activity 1.2. Identify defective equipment and prioritize repairs Description: Assess defective equipment and prioritize repair or replacement to restore full functionality
Activity 2.1: Document issues affecting functionality. Description: Identify and record challenges impacting the functionality of the equipment, including operational inefficiencies and maintenance gaps
Activity 2.2: Execute immediate repairs on identified defects Description: Undertake repairs of defective items to restore them to operational condition
Activity 3.1. Design a preventive maintenance plan. Description: Create a maintenance schedule with guidelines for regular inspections, preventive measures, and repairs
Activity 3.2. Train technical staff and faculty. Description: Provide hands-on training for staff on equipment handling, maintenance, and troubleshooting to ensure long-term sustainability
Activity 4.1. Evaluate alignment with training programs. Description: Assess how the equipment supports training objectives and recommend adjustments to optimize its impact on trainee skill development.
Activity 4.2. Propose enhancements for training integration. Description: Suggest enhancements to improve equipment integration into the training curriculum for greater alignment with industry standards
Activity 5.1. Compile insights from the assessment process. Description: Document findings, challenges, and successful strategies to inform future equipment procurement and maintenance projects
Activity 5.2. Provide actionable recommendations. Description: Develop a comprehensive report with recommendations for improving equipment management and aligning it with institutional goals

DELIVERABLES
The following deliverables will be produced to assess and maintain the BEAR II Project equipment at KIST and MVTTC. These deliverables will ensure that the equipment remains Dar es Salaam Office 4 functional, sustainable, and effectively integrated into the training programs, thereby contributing to the long-term success of the project and its objectives.
1. Inception Report: A detailed inception report outlining the scope of the assessment and maintenance activities, methodologies, work plan, and timeline for evaluating equipment at KIST and MVTTC. This report will also define the roles and responsibilities of the team members and stakeholders.
2. Equipment Assessment and Repair Report: A comprehensive report assessing the operational condition and utilization of the equipment at KIST and MVTTC, identifying defects, and proposing immediate repair or maintenance solutions, including an action plan with timelines and responsibilities.
3. Sustainable Maintenance Framework: A practical and cost-effective maintenance plan for the equipment, including regular inspection schedules, preventive maintenance procedures, and guidelines for user training to ensure continued functionality and longevity of the equipment
REQUIRED QUALIFICATIONS
- Proven experience of at least five years in coordinating assessment, maintenance, and logistical support for equipment and resources across various sectors.
- A team of qualified professionals with expertise in maintenance, technical support, and operational management across various disciplines.
- Strong track record in managing similar assignments, including conducting assessments, developing maintenance plans, and training institutional staff on equipment management.
- Ability to produce comprehensive technical reports with actionable recommendations to improve equipment functionality and sustainability.
- Experience in Tanzania or Eastern Africa, with knowledge of local TVET systems and industry requirements, is an added advantage.
- A registered firm or company with valid business licenses, demonstrating compliance with relevant regulations and the capacity to operate across various sectors.
