OVERVIEW OF THE FUNCTIONS OF THE POST

The Associate Project Officer contributes to the Multi Year Resilience Programme (MYRP) throughout its programming process through the application of theoretical and technical skills.

The Lebanon MYRP seeks to ensure that over 875,000 crisis-affected girls and boys, including adolescents have equal access to a free education, and that every student is able to learn effectively. It is about engaging with learners effectively and responding to their needs by understanding and tackling the growing web of vulnerabilities across the school-age population. The MYRP focuses on investment and programme delivery by ensuring that the most vulnerable children and adolescents living in Lebanon are supported to learn, despite the multiple crises affecting them and their families. It works to build the resilience of the education sector in its widest sense, including public/private schools, non-formal education, blended/online and digital learning. The MYRP works on increasing the trust and collaboration among the Ministry of Education and Higher Education, implementing partners, donors, international organizations and civil society. It prioritizes evidence-based programming, along with improving the availability of data and the transparency of communications.

The efficiency and efficacy of support provided by the Associate Project Officer to programme preparation, planning and implementation, contributes to the achievement of sustainable results to learning outcomes and access to quality, equitable and inclusive education in Lebanon.

 

RESPONSIBILITES

Under the overall authority of the Director of the UNESCO Multisectoral Regional Office in the Arab States (hereafter referred to as the Beirut Office), and the direct supervision of the Senior National Professional Officer responsible for Education in Lebanon, the Associate Project Officer will contribute to the coordination, planning, implementation, monitoring and evaluation of the Lebanon education programmes responding to the supporting the implementation of the Five-Year General Education Plan (2021-2025) in Lebanon, the Multi Year Resilience Programme, and in strengthening partnership and coordination with the Ministry of Education and Higher Education (MEHE) as well as development partners in Lebanon and the Arab Region.

The Associate Project Officer will work with a relative degree of autonomy within her/his established areas of responsibility. At the same time, s/he is expected to contribute to the overall success and cohesion of the team and to regularly inform and consult her/his direct Supervisor.

The Associate Project Officer will carry out the following duties:  

1. Project Management:

  • Contribute to the conceptualization, planning, development, coordination, monitoring and implementation of initiatives with focus on the Lebanon MYRP and the 5 Year plan, in line with gender priorities and UNESCO’s Medium-Term Strategy, the approved Programme and Budget, the 2030 Agenda, and as per countries’ needs and priorities.
  • Develop, plan, implement, and coordinate initiatives pertinent to the assigned projects, support to scale up activities, good practices, and expand knowledge base evidence.
  • Contribute to the development and implementation of MYRP activities, including supporting digital learning, promoting the teaching and learning of second languages, and scenario modelling for education in Lebanon
  • Contribute to quality assurance process of education tools, reports, guidelines and policies developed within the programme.

2. Monitoring and Reporting:

  • Ensure timely control and monitoring of the assigned projects.
  • Draft progress reports and final narrative reports, highlighting achievements, results, challenges faced, lessons learnt, and recommendations for future action or intervention.

 

3. Event management and Communication:

  • Contribute to the coordination and support the organization of visibility events and activities related to the above projects, including the coordination with multiple stakeholders, event logistics, follow up with visibility matters.
  • Ensure that visibility requirements and guidelines of UNESCO, donors and partners are respected and followed in the projects, activities and events.

 

4. Resource Mobilization:

  • Contribute pro-actively to identify potential donors/partners and funding opportunities at regional and national level for the Beirut Office to pursue partnership development and resource mobilization for scaling up education programmes in Lebanon and the Arab Region.

 

5. Coordination:

  • Contribute to the coordination with key stakeholders and partners including regional, national and local authorities, UN agencies, (I)NGOs and private sector.
  • Contribute to maintaining effective and positive relationships with decentralized representatives of donors, potential donors and partners.

REQUIRED QUALIFICATIONS

 
Education
  • Advanced university degree (Master's or equivalent) in education, management, social and human sciences, international development or related fields.

 

Work Experience

  • Minimum 2 years of relevant professional experience with responsibilities gained progressively in the field of education or a related field, of which at least 1 year acquired at international level.

Skills and Competencies

  • Excellent project management skills, ability to coordinate complex and multiple projects and to take quality decisions.

  • Excellent coordination and communication skills, both verbal and written.

  • Proven ability to work with diverse team members, partners and stakeholders and build partnerships.

  • Proven ability to work effectively under pressure, to think strategically, to prioritize and manage multiple and complex tasks within tight deadlines and to deliver time-sensitive quality work.

  • Proven ability to draft high quality, clear, concise documents and reports.

  • Ability to build partnerships, work with diverse team members, partners and stakeholders.

 

Languages

  • Excellent knowledge (spoken and written) of English.

DESIRABLE QUALIFICATIONS

 

Work Experience

  • Experience and knowledge of development work in the education sector and a clear understanding of UNESCO's mandates and priorities in Lebanon.
  • Experience in educational project management, including planning, coordination, implementation, monitoring and evaluation, preferably in UN agencies.
  • Experience in working in the context of multiple crises, conflict, emergency and/or forced displacement. 

 

Languages

  • Knowledge of another official language of UNESCO (Arabic, Chinese, French, Russian or Spanish).

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 69,570 US $.
