BACKGROUND INFORMATION

UNESCO Bangkok serves as the secretariat of the regional coordination mechanism, the Learning and Education2030+ (LE2030+) Networking group and organizes the annual Asia-Pacific Meeting on Education 2030 (APMED2030). The regional coordination mechanism for SDG4-Education 2030 supports and provides a regional platform for policy dialogue, advocacy and technical capacity building for Member States and developments, to advance the Education 2030 agenda and achieve the SDG4 targets by 2030. The Secretariat oversees its sub-regional working groups including 1) Asia-Pacific Multilingual Education Working Group; 2) Disability-Inclusive Education in Asia Pacific Working Group; 3) Asia-Pacific Interagency Digital Transformation in Learning and Education Thematic Working Group; 4) School Health Nutrition and Wellbeing Asia-Pacific Technical Working Group; and 5) Asia-Pacific Thematic Working Group on Adolescent and Youth Education, Learning and Skills Development. It also manages the regional SDG4 knowledge portal, which was launched in October 2019.

PURPOSE OF THE ASSIGNMENT

 

UNESCO is seeking an Individual Specialist who will provide support to knowledge management and communication functions of the Learning and Education2030+ secretariat and the thematic working groups. They will also contribute to the implementation of the communication and advocacy strategy and plan, specifically, focusing on designing user-friendly resources and high-quality visual tools needed to make data and findings accessible to targeted audiences (including interactive info-graphics, graphs, charts one-pager snapshots, and/or summaries of findings) for the Regional office, production and dissemination of reports and knowledge products.

DUTIES AND RESPONSIBILITIES

 

Under the authority of the Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Regional Office in Bangkok, and the direct supervision of the Programme Specialist for Education Policy and Planning Management/SDG 4 Coordination, and in cooperation with relevant Programme officers, the Individual Specialist will undertake the work assignments as follows:

 

1. Knowledge Management

1.1  Contribute to encouraging a culture of knowledge-sharing and collaborative workflow within the Education Section programme team;

1.2  Contribute to the LE2030+ Secretariat’s knowledge management by building and maintaining the database of knowledge products from the region and the countries that are already in existence in liaison with its members, UNESCO Education programme unit and external partners to obtain resources;

1.3  Responsible for documenting and production of best practices, lessons learnt, success stories from the region and other communication. Strategically disseminate through various avenues, including but not limited to the SDG 4 regional newsletter, SDG 4 regional coordination page, at global, regional or country-specific levels.

2. Communications

2.1  Lead the coordination of visibility, communications and outreach activities in relation to major events (APMEDs), milestones and activities, incorporating live streaming and social media engagement strategies.

2.2  Provide coordination support to communications, liaise closely with BGK/CPE and ED/COM on media outreach for launch and outreach events related to knowledge products;

2.3  Liaise with the HQ SDG 4 Communications team to ensure alignment of communications and advocacy materials, messages while adapting the materials to the context of the region; 

2.4  Work closely with the LE2030+ Secretariat and the sub-working groups to develop visual assets, templates and other resources for ongoing communications related to key international days, webinars, meetings/conferences and other events;

2.5  Disseminate the knowledge products, communication and advocacy materials via social media, including managing LE2030+ and the sub-working group’s Facebook group;

2.6  Provide inputs to donor reports and support production of communication, advocacy, knowledge products;

3. Design and Content Management

3.1  Support the management and maintenance of the Asia-Pacific regional coordination page within the SDG 4 Knowledge Hub to ensure a well-designed, user-friendly and high-quality visual content that caters to users both the LE2030+ members and beyond – from Ministry of Education officials to the general public and keep users apprised of website changes and enhancements;

3.2  Enhance and maintain the regional sub-working groups website/page to ensure a well-designed, user-friendly and high-quality visual content and update sections to ensure timely dissemination;

3.3  Coordinating and producing knowledge products (i.e. publications, fact sheets, case studies, videos, social media and others) and ensure broad dissemination and outreach of SDG 4 knowledge products using the latest tools and trends in communication/marketing, including dynamic digital storytelling elements (e.g., interactive infographics, augmented reality experiences) to enhance user engagement;​​​​​​​

3.4  Monitor the web analytics (reach: number of visitors and impact: resource(s) downloads) on the SDG 4 Knowledge Portal, employing SEO strategies and content optimization;​​​​​​​

3.5  Serves as a focal point of UNESCO Bangkok-Education Section responsible for compiling and uploading latest regional knowledge resources available on SDG 4 onto the UN Asia-Pacific Knowledge management Hub;

REQUIRED QUALIFICATIONS

Education

  • University Degree in the field of education, communication, journalism, design technology, or related areas to knowledge management.

 

Work Experience

  • Minimum 2 years of relevant professional experience in communication, multi-media, digital content development, etc.
  • Experiences in developing and managing online knowledge portals, websites, networking, etc.

 

Desirable Qualifications

  • Previous experience with international organization, preferably the United Nations, would be highly regarded.

 

Skills and competencies

  • Excellent IT skills with proficiency in the use of MS Office (Outlook, Word, Excel. PowerPoint, etc.).
  • Good interpersonal, networking and communication skills;
