OVERVIEW OF THE FUNCTIONS OF THE POST
BACKGROUND
The UNESCO Regional Office in Bangkok and UN Coordination Office for Asia and the Pacific covers Afghanistan, Cambodia, Lao PDR, Myanmar, Vietnam, Singapore and Thailand and represents UNESCO in the UN Asia Pacific Regional Collaborative Platform covering 42 member states and 9 associate members. The office is co-leading the Learning and Education 2030+ Networking Group as the SDG4 regional coordination mechanism in Asia and the Pacific.
UNESCO’s partnership with Member States in the region is driving a comprehensive transformation of the education system—strengthening data management and SDG 4 monitoring, promoting inclusive and equitable learning, advancing Education for Sustainable Development and green education, scaling up skills development, supporting health and well-being, and accelerating digital transformation to build a resilient, future-ready society.
The Education Section of UNESCO Regional Office in Bangkok (UNESCO Bangkok) is providing targeted support to Member States in designing, reviewing, and systematically monitoring their education sector policies, plans and financing to develop transformative education systems aligned with the SDG4. The Education Section promotes standard setting, capacity building and knowledge dissemination to support equitable, inclusive, and quality education and lifelong learning opportunities for all.
The Communications and Public Engagement (CPE) Unit of UNESCO Bangkok works closely with the Education Section and other programme units to develop strategic messaging and implement coherent communication strategies. CPE oversees the drafting and editing of content for UNESCO Bangkok website, press releases, social media channels, communication campaigns, public events, media partnerships and publications.
DUTIES AND REQUIREMENTS
Under the overall authority of the Regional Director of the UNESCO Regional Office in Bangkok, the overall guidance of the Adviser for Communication and Information who is heading the CPE Unit, and under the direct supervision of the Chief of Education Section, the incumbent will be assigned the following areas of work to enhance UNESCO’s programme communication and visibility in the field of education:
1. Support on development and delivery of strategic communications plans, activities, products and processes in line with SDG4 in Asia and the Pacific:
- Develop public outreach strategies for Education 2030 Agenda goals, including support for online and offline PR campaigns and social media strategy to increase youth engagement in Asia and the Pacific.
- Develop coherent external communications for the Education Section and identify key audiences, key messages and relevant media to use.
- Manage and oversee the Section’s external communications and visibility through UNESCO platforms (web and social media) and in collaboration with UNESCO HQ, field offices and institutes.
- Write and edit text for websites, newsletters, social media, media, presentations, speeches in both English and Thai as needed. Produce news updates, including the supporting visuals.
- Monitor, measure, synthesize results of and support reporting on effectiveness of communications.
- Commission and manage content for multi-media materials such as videos and infographics, prepare briefings for external consultants such as video-makers and photographers.
- Support the development of relevant partnerships for communications related to UNESCO’s SDG4 leadership and coordination mandate, including with UN agencies or other stakeholders for joint communications.
2. Support external visibility and advocacy on key education thematic areas of relevance in the countries covered by UNESCO Bangkok
- Identify and suggest key advocacy issues and occasions by reviewing activities/projects implemented by UNESCO Bangkok and key global/regional/national events and processes for education development.
- Help identify and support UNESCO’s partnerships for advocacy, including with UN agencies and other stakeholders for joint efforts.
- Coordinate with colleagues in Education and other programme units on the co-creation of major communications and advocacy campaigns, through online, and offline/in-person, internal and public-facing events that promote UNESCO’s education work . This includes, but is not limited to, inter-sectoral activities such as educating young people about the sustainable use of ocean resources.
- Develop and assist in production of outreach products including infographics, posters, display materials and video–supporting storyboard drafting, shooting, and basic video-editing functions.
- Write public information materials including feature articles and news stories in English and Thai for dissemination on UNESCO channels as well as both traditional and new media, in a journalistic style.
- Translate public information materials from English to Thai and vice versa, edit and proofread translation work by other colleagues for quality control.
REQUIRED QUALIFICATIONS
Education
Advanced university degree (equivalent to Masters) in Communications, Journalism, Multimedia Production, International Relations, or related areas.
Work Experience
At least two years of relevant professional work experience in communications and content creation.
Skills/Competencies
- Proven experience in working with Adobe InDesign and other graphic design programs (Canva)
- Strong proficiency in digital communication tools and platforms for content creation and dissemination (social media, web, etc.).
- Excellent ability to create compelling stories for diverse audiences in English and Thai languages.
- Demonstrated experience in organizing public events.
- Ability to work collaboratively in a multicultural and international environment.
Languages
Excellent knowledge of spoken and written Thai and English
DESIRABLE QUALIFICATIONS
- Experience in developing communication products on education and environmental knowledge.
- Experience in supporting the development and implementation of digital campaigns targeting youth engagement.
- Familiarity with the UN system and its communication guidelines.
