OVERVIEW
UNESCO Antenna in Ukraine is strengthening its engagement in Technical and Vocational Education and Training (TVET) to support post-war recovery, socio-economic reconstruction, and labour market transformation.
To support ongoing analytical and programmatic work and resource mobilisation efforts, UNESCO seeks to recruit a National TVET Consultant who will provide technical and operational support to an International Consultant and contribute to mapping, analysis, stakeholder engagement, and project proposals.
The National Consultant will work under the overall authority of the Head of UNESCO Antenna in Ukraine, the direct supervision of the Head of Education, working in close coordination with the International Consultant.
The National Consultant will play a key role in ensuring contextual relevance, local coordination, and data collection, while contributing to deliverables led by the International Consultant.
ASSIGNMENTS
The objective of this assignment is to support UNESCO Antenna in Ukraine, in coordination with the International Consultant, in:
- Mapping the national TVET landscape and stakeholders;
- Supporting analytical work and evidence generation;
- Facilitating stakeholder engagement and coordination;
- Contributing to programme design and resource mobilization;
- Ensuring alignment with national priorities and UNESCO frameworks.
Long Description
KEY RESPONSIBILITIES
National TVET Consultant will provide support to the International TVET consultant in following areas:
1. Analytical and Mapping Support:
- Support data collection and desk research on TVET actors;
- Assist in mapping stakeholders;
- Compile and organize data;
- Contribute to analysis and reporting.
2. Stakeholder Coordination and Liaison:
- Facilitate communication with national stakeholders;
- Support meetings and workshops;
- Maintain stakeholder databases.
3. Programme Development Support:
- Assist in drafting concept notes and proposals;
- Compile background information:
- Support identification of partners.
4. Coordination and Representation:
- Support preparation for meetings;
- Participate in technical meetings.
5. Communication and Knowledge Products:
- Support preparation of materials and reports;
- Document good practices.

- April 2026 –July 2026 (4 months) with the possibility of extension

REQUIRED QUALIFICATIONS
EDUCATION
- University degree in relevant field
WORK EXPERIENCE
- 3–5 years in TVET or related fields (employment, labour market analysis, etc);
- Experience working with international development partners and Ukrainian government.

2) A written concept note (maximum two pages) outlining the consultant’s proposal for one key priority area for improvement in the TVET sector in Ukraine, aligned with the Law on TVET. The note should:
- clearly define the proposed priority area;
- explain the rationale, including key challenges and evidence;
- outline concrete actions and implementation steps;
- indicate expected results and impact;
- identify key stakeholders and their roles;
- provide an indicative timeline;
- highlight potential risks and mitigation measures.
3) The proposed monthly remuneration in a form of lumpsum in USD, inclusive of all fees, excluding any potential travel cost.
4) Contact details of three (3) referees, including names, telephone numbers, and email addresses of individuals familiar with your professional work.
UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organization the best value for money.
Assessment:
