BACKGROUND OF THE ASSIGNMENT

On 25 March 2024 the building of the Mykhailo Boychuk Academy of Decorative and Applied Arts and Design, located at 32 Mykhailo Boychuk Street in the Pechersk district of Kyiv, was impacted by the fragments of a missile strike.

The part of the building including the sport hall, the concert hall and ceramic workshop, as well as the exhibition gallery, was destroyed. The premises of the Academy's departments and classrooms also sustained significant damage.

Based on the analysis of the outcomes of the on-site visual inspection and the general assessment of the technical condition of the main structural elements and internal utilities, the technical condition of the buildings of the assembly hall and the educational building of the Mykhailo Boychuk Kyiv State Academy of Decorative and Applied Arts and Design, as an object in general at the present state, is defined as emergency.

A specialist individual or entity bearing the appropriate certification to perform such report and supervision of works – in line with the Ukrainian law and regulations, shall perform the following:

  1. Produce an in-depth structural assessment and structural pathology (including sclerometer, carbonation of concrete, ferroscan; in addition to analysis of concrete cylindric specimens and performance of compression test in the lab to evaluate the mechanical properties of the concrete; structural model to devise the real health of the structure and retrofitting or additional reinforcement on the current structure is required), in according to DSTU-N B V.1.2-18: 2016 and Resolution of the Cabinet of Ministers of Ukraine No. 474 of April 19, 2022 on the Procedure for Dismantling Objects Damaged or Destroyed as a Result of Emergencies, Military Operations or Terrorist Acts.
  2. Evaluate the extend of the dismantling required. To this end, the performance of an economical comparison is recommended, to define the most suitable option between the partial demolition of the damaged part and the reinforcement of the still standing part of the building, or to opt for the total demolition of the damaged building and the construction of a new structure.
  3. Provide recommendations on the sequence and safety of dismantling, debris removal and stabilization works (as necessary).
  4. Provide an indicative work plan for the proposed works.
  5. Supervise the execution of dismantling, debris removal and stabilization works.

Deliverable 1 – Month 1: Submit to UNESCO an expert report in Ukrainian and English describing tasks under points 1-4.

Deliverable 2 - Month 2: Submit to UNESCO an expert report in Ukrainian and English describing the execution of the tasks described under point 5.

REQUIREMENTS

In the conditions of the legal regime of martial law in Ukraine in accordance with the Law of Ukraine "On the Legal Regime of Martial Law" and within 90 calendar days after the termination or cancellation of martial law, the inspection of damaged properties shall be carried out by the performers specified in clause 2 of the Regulation and/or specialists of other professions who have passed professional certification, namely:

  • a design engineer with the qualification level of "leading" or "I category", who has a qualification certificate in the specialization of "engineering and construction design in terms of ensuring mechanical resistance and stability";
  • construction expert with the qualification level of "leading" or "I category", who has a qualification certificate in the specialization "examination of project documentation in terms of ensuring mechanical resistance and stability";
  • consulting engineer (construction) with a qualification level of "leading" or "I category".
  • The inspection of damaged facilities may also be carried out by engaging enterprises, institutions and organizations that have such contractors.

Languages:

  • Fluent Ukrainian (mandatory), Working level of English (desired).
