OVERVIEW
Within the framework of cooperation between the Government of Ukraine and international partners, in particular with the support of UNESCO, a systemic transformation of the field of protection of immovable cultural heritage is being implemented. One of the key directions is the digitalisation of accounting and management of cultural heritage, in particular the implementation of a pilot project on the introduction of an information and communication system for the registration of immovable cultural heritage objects of Ukraine - the State Register of Immovable Monuments of Ukraine (“e-Pamiatka”).
The implementation of this task is critically important in the context of post-war recovery, the need to ensure transparency, effective data management, and integration into the national digital infrastructure. In this regard, there is a need to strengthen project management of digitalisation and coordination of inter-agency cooperation.
To ensure the creation and implementation of an effective, integrated, and transparent digital system for the management of the immovable cultural heritage of Ukraine through the development and scaling of the electronic register “e-Pamiatka” and its integration with state information systems.
ASSIGNMENTS
To ensure effective management of digitalisation, automation, and integration projects in the field of protection of cultural heritage, including implementation, data population, and development of the “e-Pamiatka” system, coordination of stakeholders, and integration with other state registers.
Scope of Work and Tasks
● Planning and management of digitalisation projects in the field of cultural heritage, including defining scope of work, timelines, resources, key performance indicators (KPIs), and results.
● Development of short- and medium-term implementation and development plans for the “e-Pamiatka” system.
● Coordination of system implementation at national and regional levels, including engagement and support of users.
● Management of data population processes on cultural heritage objects, ensuring data quality and verification.
● Coordination of system integration with other state information resources (in particular the Unified State Electronic System in Construction (EDESSB), the State Land Cadastre) including oversight of technical requirements and implementation activities carried out by IT vendors and developers.
● Coordination and supervision of testing, deployment, and operational support of integration solutions in cooperation with IT vendors and developers.Ensuring interaction with state authorities, international partners, scientific institutions, and civil society.
● Preparation of analytical materials, technical documentation, and concepts for system development and scaling.
● Development of strategic approaches to sector digitalisation taking into account recovery policy and anti-corruption policy.
● Monitoring project implementation, risk management, and reporting preparation.
CONTRACT DURATION
Duration: until February 28, 2027.
DELIVERABLES
1. The “e-Pamiatka” system is ensured to function at the national level with active involvement of regional users consistently for the duration of the contract.
2. Data on cultural heritage objects is actively entered into the system, data is verified, and continuous user support is ensured.
3. Monthly reports on progress of data population, system availability, incidents, risks, and mitigation measures are prepared based on information provided by the responsible technical teams.
4. Integration with state information systems is coordinated, and interoperability requirements are met by the responsible technical teams.
5. Effective inter-agency coordination and interaction with key stakeholders is ensured.
6. A concept for further development and scaling of the “e-Pamiatka” system is developed, participation in development of system improvement functionality is ensured.
7. Regular analytical and technical reporting on project implementation is prepared.
8. Integration of “e-Pamiatka” system data with other state information resources (in particular the Unified State Electronic System in Construction (EDESSB), the State Land Cadastre) is coordinated and monitored to ensure successful implementation.

REQUIRED QUALIFICATIONS
EDUCATION
● Master’s degree (or equivalent) in law, public administration, IT, management, or related fields; PhD is an asset
WORK EXPERIENCE
● 3-5 years of experience in managing digitalisation projects or IT projects, preferably in public administration or cultural heritage sector.
● Experience in coordination of multi-stakeholder projects involving state authorities, international organisations, and other stakeholders.
● Understanding of digital transformation processes, integration of information systems, and operation of state registers.
● Experience in working with analytical materials, technical documentation, and strategic planning.
● Knowledge of legislation in the field of protection of cultural heritage, as well as related fields, in particular land and urban planning legislation.
● Practical experience in the field of protection of cultural heritage or related sectors.
● Understanding of policies in the field of recovery, digitalisation, and anti-corruption is an advantage.
SKILLS AND COMPETENCIES
● Strong organisational, communication, and managerial skills.
LANGUAGES
● Fluency in Ukrainian, high level of English (spoken and written), sufficient for working with documentation and conducting negotiations with international partners.
