OVERVIEW OF THE FUNCTIONS OF THE POST

UNESCO supports the Member States facing emergencies and protracted crises to strengthen the resilience of education systems, bridging humanitarian and peace-building interventions, addressing the root causes of vulnerability, and reinforcing capacity to plan and manage crisis response and recovery. 
During wartime, when children face new challenges, experience psychological trauma and stress, teachers and psychologists must be prepared to provide qualified support, have a clear understanding of the mechanisms of trauma, be able to recognize symptoms in time and respond appropriately.
To address this situation, the Ministry of Education and Science of Ukraine is actively working to implement and expand initiatives aimed at creating a physically and psychologically safe educational environment for both students and teachers. 
UNESCO is looking for a methodology expert to summarize/systematize the training materials used in the training of supervisors in the pilot communities and to develop a Manual on Supervision (further MoS).
 
Expected Output

The Methodologist will be responsible for the compiling of a comprehensive MoS that will contribute to the sustainability and scalability of the supervision system. Key responsibilities are:
•    Conduct a literature desk review on the existing evidence-based research on the supervision of teachers and school psychologists
•    Summarize/systematize existing training materials used by partners to train supervisors, ensuring their consistency and compliance with international standards
•    Developing the structure and content of the MoS, considering international standards and best practices in the field of supervision identified in the literature review. The MoS should contain key concepts, role and importance in supporting professionals, principles of supervision, techniques, ethical aspects, methodology and practical tools for supervisors in Ukrainian context
•    Develop criteria for selecting supervisors and a methodology for training supervisors, including the development of facilitation, case management, psychological support, ethical aspects of work, which will become an integral part of the MoS
•    Finalize the MoS, considering the recommendations of the two reviews received from supervision practitioners and supervision theorists provided by UNESCO
•    Coordinating with the proofreader and editor during the processing of materials, ensuring that the MoS meets high professional and linguistic standards in close cooperation with the UNESCO.

Deliverables

The contractor shall submit to UNESCO for its approval: 
Deliverable 1. First draft of the MoS has been developed:

1) literature desk review completed
2) training materials used by partners for supervisor training have been analyzed/systematized
3) the structure of the MoS has been developed in accordance with international standards of supervision methodology
4) the content, including key concepts, methodology, ethical aspects and practical tools for supervisors, has been developed
5) the criteria for selecting supervisors and the methodology for their training have been developed
6) the draft UNESCO MoS has been approved (by mid-May).

Deliverable 2. Revised version of the MoS ready for publication and use:

1) the MoS has been reviewed by practitioner and theoretical experts, recommendations have been taken into account
2) the MoS has been edited and corrected in cooperation with the editor to ensure high professional and linguistic standards
3) the final draft of the MoS, containing no less than 50 pages of Times New Roman font 12, has been approved by UNESCO (by mid-June).

REQUIRED QUALIFICATIONS

Education and Qualifications:

•    Master’s degree or higher (specialist, PhD preferred) in psychology, pedagogy, or social sciences.
•    Preferably holds an academic degree (PhD, Doctor of Sciences) or an academic title (Associate Professor, Professor).

Professional Experience:
•    At least 5 years of experience as a methodologist, lecturer, or researcher.
•    Proven experience in developing educational materials, manuals, or training programs.
•    Experience in implementing modern pedagogical methodologies and training techniques.

Skills and Knowledge:
•    In-depth understanding of supervision principles and its role in professional development.
•    Familiarity with international standards and best practices in supervision.
•    Strong research and analytical skills.
•    Fluency in Ukrainian with excellent writing and communication skills (English is an advantage).
•    Ability to work with reviewers, editors, and proofreaders to ensure high-quality final content.

Supervisory arrangements

The methodologist will work under the general supervision of the National Project Officer of UNESCO, ensuring alignment with project objectives and quality standards. Regular coordination meetings will be held to discuss progress, provide feedback, and address any challenges. The methodologist will also collaborate with expert reviewers, editors, and other stakeholders to ensure the high quality of the final Supervision Manual.

Facilities to be Provided by UNESCO (if any)
The work will be conducted remotely, with regular online coordination meetings facilitated by UNESCO. The methodologist will have access to relevant project materials, expert consultations, and feedback from UNESCO’s National Project Officer and other key stakeholders to ensure the successful completion of the assignment.
