OVERVIEW

Within the framework of the digital transformation of the cultural sector, the Ministry of Culture and Information Policy of Ukraine is implementing electronic registers and digital services that provide access for citizens and business entities to public services. The “Diya.Engine” platform, developed with the support of the Ministry of Digital Transformation of Ukraine, serves as a core technological solution for the creation and operation of such registers.


The functioning of state registers in the cultural sector requires modern, intuitive, and accessible user interfaces that ensure usability, efficient request processing, and integration with other government systems. In this context, front-end development is critically important for ensuring the quality and accessibility of electronic public services.

To ensure the development and maintenance of modern, accessible, and efficient user interfaces for electronic registers on the “Diya.Engine” platform, including:

  • development of user-friendly user experience (UX/UI);
  • integration with backend services and state registers;
  • optimization of performance and stability of interfaces;
  • compliance with modern web development and accessibility standards.

ASSIGNMENTS

The purpose of the assignment is to ensure the development, optimization, and maintenance of front-end components of electronic registers of the Ministry of Culture and Information Policy of Ukraine on the “Diya.Engine” platform, taking into account requirements for performance, system continuity, and user convenience.

Scope of Work and Responsibilities

●    Development, maintenance, and UI/UX optimization of user interfaces, web forms, and public dashboards for the following core state registers of the Ministry of Culture of Ukraine on the "Diya.Engine" platform:*
-    Register of the Basic Network of Cultural Institutions (Реєстр базової мережі закладів культури);
-    State Register of Publishers, Producers, and Distributors of Publishing Products (Державний реєстр видавців, виготовлювачів і розповсюджувачів видавничої продукції);
-    Register of Applications and Recipients of State Support in the Cultural Sector (Реєстр заявок та отримувачів державної підтримки у сфері культури);
-    Register of Masters of Folk Arts and Crafts (Реєстр майстрів народних художніх промислів).
●    Implementation of forms, user dashboards, and administrative panels.
●    Ensuring compliance with UI/UX requirements for public digital services.
●    Integration of front-end components with backend services and databases.
●    Ensuring proper data display and processing.
●    Working with APIs of state systems and registers.
●    Optimization of web application performance.
●    Ensuring cross-browser compatibility and responsiveness (mobile-first approach).
●    Testing, debugging, and maintenance of front-end modules.
●    Collaboration with DevOps engineers and technical administrators.
●    Participation in releases, updates, and technical support of the system.
●    Improvement of interfaces based on user feedback.
●    Participation in the design and front-end implementation of user interfaces specifically tailored for cultural heritage, digital archives, and electronic registers (including media galleries, custom search filters, and metadata displays).
●    Collaboration with data curators and archivists to ensure accurate data visualization, semantic rendering of historical/public records, and high web accessibility (WCAG) for diverse user groups

CONTRACT DURATION

Duration: Until 28 February 2027

DELIVERABLES

1.    Stable, responsive, and user-friendly operation of the front-end components is ensured for key state registers, including the Register of the Basic Network of Cultural Institutions, the State Register of Publishers, the Register of State Support Recipients, and the Register of Folk Arts Masters.
2.    Interfaces are optimized to meet agreed performance requirements, including fast page loading, responsive interactions, and stable operation under expected user volumes.
3.    Modern interactive components are implemented with full integration with backend services and reference data.
4.    Responsiveness and cross-browser compatibility of interfaces are ensured.
5.    Improved user satisfaction with electronic services.
6.    Regular updates and continuous improvement of interfaces based on user needs are ensured.

REQUIRED QUALIFICATIONS

EDUCATION

●    Higher education in Information Technology, Digital Humanities, History, Archival Science, or related fields with proven practical experience in web development.

WORK EXPERIENCE

●    At least 1-2 years of practical experience in front-end development or digital transformation projects (experience in civic tech, GovTech, or digital preservation projects will be a significant asset).
●    Proficiency in HTML5, CSS3, JavaScript (ES6+), and understanding of responsive web design. Experience with modern JavaScript frameworks is an advantage.
●    Proficiency in HTML5, CSS3, and JavaScript (ES6+).
●    Experience working with REST APIs and integrations.
●    Understanding of UX/UI principles and responsive design.
●    Experience in testing and performance optimization of web applications.
●    Experience with version control systems (e.g., Git).
●    Proven experience in processing digital records, working with state archives, electronic registers, or documented war-related data repositories is highly desirable.

SKILLS AND COMPETENCIES

●    Strong technical and teamwork skills.

LANGUAGES


●    Fluency in Ukrainian; knowledge of English will be an asset.
