OVERVIEW

Within the framework of the digital transformation of Ukraine’s cultural sector, the Register of the Museum Fund of Ukraine serves as a key state information system ensuring electronic registration of museum items, data administration, and interaction among museums, the Ministry of Culture of Ukraine, and other stakeholders within the digital ecosystem. The continuous operation, security, scalability, and capacity for further development of the Register are critical for effective management of the museum sector and safeguarding of cultural heritage.


With the expansion of the Register’s functionality, there is an increasing need to introduce modern approaches to digital infrastructure management, automation of development, testing, and deployment processes, and ensuring stable system performance across different environments. Particular importance is attached to the establishment and maintenance of CI/CD processes, containerization, migration to clustered environments, configuration of monitoring and logging systems, implementation of backup solutions, and adoption of Infrastructure as Code (IaC) practices.


Furthermore, given the need for integration with other state information systems and support of nationwide digital record-keeping, it is essential to develop the system’s digital architecture, maintain APIs and integration mechanisms, ensure data integrity and consistency, and provide timely detection, analysis, and resolution of incidents.


In this context, the Ministry of Culture of Ukraine requires professional DevOps support to ensure a reliable, secure, and scalable digital infrastructure of the Register, further develop its architecture, and implement modern automation, testing, and maintenance practices.

Long Description

The strategic objective is to ensure the sustainable operation, secure development, and technological modernization of the Register of the Museum Fund of Ukraine as a state digital system through the implementation of modern DevOps practices, automated CI/CD processes, scalable digital architecture, and robust infrastructure support.


To achieve this objective, it is necessary to ensure:


● automation of build, testing, and deployment processes;
● stable operation of the platform across development, testing, and production environments;
● development of containerized and clustered infrastructure to enhance scalability and reliability;
● implementation of monitoring, logging, and auditing tools for timely incident response;
● design and maintenance of APIs and integration mechanisms with other state information systems;
● ensuring data integrity, consistency, synchronization, and security;
● implementation of Infrastructure as Code (IaC) practices;
● maintenance of high software quality through systematic testing and stability control.

ASSIGNMENTS

The purpose of the assignment is to ensure the implementation, development, and maintenance of CI/CD processes, digital infrastructure, and architecture of the Register to support its stable, secure, scalable, and continuous operation.


The assignment includes automation of build, testing, and deployment processes; administration of server infrastructure, databases, and development, testing, and production environments; and support of containerized environments and Kubernetes (OKD) clusters.


It also includes implementation of monitoring, logging, auditing, backup, and data recovery systems; ensuring integration with other state information systems via APIs; and timely detection, analysis, and resolution of software and infrastructure incidents. Particular attention shall be paid to automated testing within CI/CD pipelines, including functional, integration, and regression testing, as well as ensuring system stability and compliance with information security requirements under Ukrainian legislation.

Scope of Work and Responsibilities


● Develop, implement, and maintain CI/CD processes for automated build, testing, and deployment.
● Develop and implement Infrastructure as Code (IaC) approaches for automated deployment, scaling, and recovery.
● Configure and administer server infrastructure, databases, and development, testing, and production environments.
● Support and coordinate migration to containerized environments and Kubernetes (OKD) clusters, ensuring system scalability and stability.
● Administer and technically support the digital platform and its modules.
● Support the deployment and operationalization of new functionalities developed by the software development team.
● Support deployment, configuration, and monitoring of APIs and integration mechanisms developed by the software development team.
● Ensure automated data synchronization with control of integrity, consistency, and security.
● Coordinate with development teams, digital content specialists, museum administrators, and contractors.
 ● Implement monitoring, logging, and auditing systems for incident detection and resolution.
 ● Diagnose, analyze, and resolve software and infrastructure incidents.
 ● Ensure data backup, recovery, and compliance with information security requirements.
 ● Monitor system stability and continuity across all environments.
 ● Implement and maintain automated testing within CI/CD pipelines.
 ● Configure and maintain CI/CD pipelines that execute automated functional, integration, and regression tests.
 ● Monitor and audit system performance to detect errors and ensure stability.
 ● Ensure resolution of identified issues until full system stabilization.
 ● Maintain reliable and scalable CI/CD and infrastructure processes and ensure automated test coverage reports are generated and monitored against agreed project targets.
● Implement and maintain secure secrets management, access control, and environment configuration practices.

CONTRACT DURATION

Duration: until February 28, 2027

DELIVERABLES

1.    Stable and continuous operation of the Register ensured with system availability of at least 99% (24/7).
2.    CI/CD processes implemented and maintained, reducing deployment time by 30–40%.
3.    Automated test coverage of at least 95% achieved for key system components.
4.    Infrastructure as Code (IaC) approach implemented, enabling rapid scaling and recovery.
5.    Comprehensive monitoring, logging, and auditing systems implemented.
6.    Secure data migration, synchronization, and protection ensured.
7.    Effective coordination model established with IT teams and contractors.

REQUIRED QUALIFICATIONS

EDUCATION

● Higher education in information technology, computer science, software engineering, cybersecurity, system administration, or related fields.

WORK EXPERIENCE

 ● At least 5 years of experience in DevOps, infrastructure administration, or support of digital platforms or state information systems.
 ● Proven experience in CI/CD implementation and maintenance.
 ● Experience with containerization and orchestration platforms (Kubernetes / OKD).
 ● Experience in server infrastructure and database administration.
 ● Practical experience with Infrastructure as Code (IaC).
 ● Experience with monitoring, logging, auditing, backup, and recovery systems.
 ● Experience supporting deployment and integration of API-based systems.
 ● Understanding of information security, data protection, and system continuity principles.
 ● Experience in automated testing within CI/CD pipelines.
 ● Experience with public digital systems or registries is an asset.
