OVERVIEW

As part of the digital transformation of public administration, the Ministry of Culture and Information Policy of Ukraine is implementing electronic registries and information systems that ensure transparency, efficiency of governance, and access to public services.


The “Diya.Engine” platform serves as a core technological infrastructure for the development and operation of the following four state registries: Register of the Basic Network of Cultural Institutions (Реєстр базової мережі закладів культури); State Register of Publishers, Producers, and Distributors of Publishing Products (Державний реєстр видавців, виготовлювачів і розповсюджувачів видавничої продукції); Register of Applications and Recipients of State Support in the Cultural Sector (Реєстр заявок та отримувачів державної підтримки у сфері культури); Register of Masters of Folk Arts and Crafts (Реєстр майстрів народних художніх промислів.

 Key systems of the Ministry of Culture are built on this platform and require continuous, secure, and scalable operation.


Given the critical importance of these systems, there is a need to implement modern DevOps practices, automate processes, ensure high availability of services, and maintain integration with other state platforms.

To ensure stable, secure, and scalable operation of the “Diya.Engine” platform and related state registries.


To achieve this objective, it is necessary to ensure:
 - implementation of CI/CD practices;
 - automation of deployment processes;
 - continuous operation of services;
 - integration with other state systems;
 - implementation of information security standards.

ASSIGNMENTS

The objective of the assignment is to ensure full DevOps support of the “Diya.Engine” platform, including process automation, infrastructure support, monitoring, security, and integration of state registries.

Scope of Work and Tasks


●    Development and maintenance of CI/CD pipelines.
●    Automation of testing, build, and deployment processes.
●    Administration of infrastructure and databases.
●    Implementation of Infrastructure as Code (IaC) approaches.
●    Configuration of monitoring, logging, and auditing systems.
●    Ensuring continuous operation of services.
●    Implementation of information security practices.
●    Support for integrations with state systems.
●    Ensuring data exchange between registries.
●    Support of the operation of state registries on the platform.
●    Implementation and maintenance of the backup and disaster recovery procedures.
●    Management of secrets, certificates, and secure environment configurations.
●    Applyication of security patches and vulnerability remediation in accordance with approved procedures.[AB2.1]
●    Automation of deployment and maintenance of data pipelines (ETL/ELT processes) for integration with municipal and state data sources.
●    Optimizing database performance and infrastructure stability to support large volumes of structural and unstructural data (Big Data) required for registries and analytics
●    Ensuring DevOps support for business intelligence (BI) tools, data visualization platforms, and interactive dashboards deployed on "Diya.Engine".
●    Ensuring DevOps support, infrastructure stability, seamless CI/CD deployment pipelines, and data backup/recovery procedures for the specific state registers hosted on the platform:*
-    Register of the Basic Network of Cultural Institutions (Реєстр базової мережі закладів культури);
-    State Register of Publishers, Producers, and Distributors of Publishing Products (Державний реєстр видавців, виготовлювачів і розповсюджувачів видавничої продукції);
-    Register of Applications and Recipients of State Support in the Cultural Sector (Реєстр заявок та отримувачів державної підтримки у сфері культури);
-    Register of Masters of Folk Arts and Crafts (Реєстр майстрів народних художніх промислів).

CONTRACT DURATION

Duration: until February 28, 2027.

DELIVERABLES

1.    Uninterrupted operation of of the following four state registries[AB3.1]: Register of the Basic Network of Cultural Institutions (Реєстр базової мережі закладів культури); State Register of Publishers, Producers, and Distributors of Publishing Products (Державний реєстр видавців, виготовлювачів і розповсюджувачів видавничої продукції); Register of Applications and Recipients of State Support in the Cultural Sector (Реєстр заявок та отримувачів державної підтримки у сфері культури); Register of Masters of Folk Arts and Crafts (Реєстр майстрів народних художніх промислів  [DL4.1]ensured with availability of at least 99.5%.
2.    Effective CI/CD processes implemented.
3.    Infrastructure and platform services are maintained to support expected transaction volumes and performance requirements of the registries hosted on the platform.
4.    Integration with state systems implemented.
5.    Monitoring and incident response system established.

REQUIRED QUALIFICATIONS

EDUCATION

●    Higher education in IT or related fields.

WORK EXPERIENCE

●    At least 3–5 years of practical experience in DevOps engineering, Data Engineering, or Back-end/Full-stack development with a strong focus on infrastructure automation for data-intensive web platforms (such as municipal data portals, open data platforms, or regional information systems).
●    Experience with CI/CD tools.
●    Experience with Docker and Kubernetes (OKD is an advantage).
●    Strong experience in administering and optimizing relational (PostgreSQL, MySQL) and non-relational databases, as well as experience with Big Data storage and processing systems.
●    Experience with Infrastructure as Code (IaC).

●    Experience in automating the deployment of data visualization tools, analytical dashboards (e.g., Apache Superset, Power BI embedded, Grafana), or reporting systems
●    Prior experience in developing or maintaining municipal GIS (Geographic Information Systems), city dashboards, smart city platforms, or open data solutions will be a significant advantage

SKILLS AND COMPETENCIES

●    Understanding of information security principles.
●    Understanding the data structures or previous experience in automated deployment/maintenance of systems similar to cultural sector registries (e.g., networks of institutions, licensing/publishing registers, state funding/grants tracking, or artisan/crafts databases) will be a significant asset.
●    Understanding of DataOps principles and experience applying CI/CD practices to database schemas, analytical models, and registers.
●    Strong analytical and technical skills.

LANGUAGES

●    Fluency in Ukrainian, intermediate level of English highly desirable.
