OVERVIEW

Within the digital transformation of Ukraine’s cultural sector, ensuring open access to information about museums, collections, authors, and other heritage-related entities is a key priority. The public portal of the Register serves as a core tool for this purpose, functioning as an open digital environment for presenting museum information, promoting cultural heritage, and engaging a broad audience.


The public portal is expected not only to provide access to structured and reliable data but also to act as a modern platform for disseminating thematic content, including news, analytical and educational materials, descriptions of museums and authors, interactive quizzes, and multimedia content.


Accordingly, systematic administration of the portal, regular content updates, quality control, and coordination among the Ministry, technical teams, and museums are essential.
The Ministry of Culture of Ukraine requires professional support for technical coordination, content management, stakeholder engagement, and analytical assessment of the portal’s performance.

Long Description

To ensure the systematic development of the public portal as a high-quality digital resource that provides broad access to museum heritage, promotes Ukrainian museums, and delivers a modern, structured, and accessible representation of cultural assets.


This includes:
 ● regular and structured content updates;
 ● creation of engaging and informative materials;
 ● high-quality presentation of museum data;
 ● compliance with accessibility, UX/UI, and open data standards;
 ● development of the portal as a platform for cultural promotion.

ASSIGNMENTS

To ensure systematic content development and management of the public portal through the creation, structuring, and publication of high-quality, relevant, and accessible content.


The assignment includes planning, preparation, editing, and publication of textual, visual, and multimedia content, as well as coordination with museums and stakeholders to ensure data accuracy and completeness.

Long Description

Scope of Work and Responsibilities

 ●  Administer and regularly update portal content.
 ●  Plan and manage content production (articles, news, quizzes, descriptions).
 ●  Structure, edit, and publish multimedia materials.
 ●  Develop a comprehensive content model for the portal.
 ●  Ensure accuracy, completeness, and relevance of published information.
 ●  Maintain content quality and consistency.
 ●  Ensure compliance with accessibility, UX/UI, open data, and copyright requirements.
 ●  Prepare analytical reports on portal performance and user engagement.
 ●  Analyze user interaction data.
 ●  Develop recommendations for content strategy improvement.
 ●  Support decision-making for portal development.
 ●  Align the content plan with communications plan devised by the Media Relations Manager in consultation with the Head of Recovery Support Unit and UNESCO Antenna in Ukraine.
 ●  Maintain regular meetings with communications team at UNESCO Antenna in Ukraine to explore the opportunities of cross-posting to UNESCO channels to broaden the coverage of appropriate materials and ensure consistent and donor-sensitive branding on the produced content for the Portal.

CONTRACT DURATION

Duration: until 28 February 2027

DELIVERABLES

1.    Systematic content development ensured, including:
 ● at least 30 articles/news items;
 ● at least 10 interactive quizzes;
 ● at least 50 museum descriptions;
 ● at least 30 author profiles.


2.    Improved quality, accessibility, and structure of public information.


3.    Increased portal traffic and user engagement.


4.    Effective coordination model established among stakeholders, including UNESCO Antenna in Ukraine and the Ministry of Culture of Ukraine

REQUIRED QUALIFICATIONS

EDUCATION

 ● Higher education.

WORK EXPERIENCE

●  At least 3 years of experience in content management, digital communications, or web administration.
 ● Experience in content creation and publishing.
 ● Experience working with stakeholders (government, museums, experts, IT teams).
 ● Understanding of UX/UI, accessibility, open data, and copyright principles.
 ● Experience with analytics tools is an asset.
 ● Experience in the cultural sector is an asset.
