OVERVIEW OF THE FUNCTIONS OF THE POST

Background:

The Government of Uzbekistan and UNESCO have been implementing the “Skills Development in Rural Areas of Uzbekistan” project, funded by EU for the period of 2020-2024.  This project aims to support the development of relevant skills of women and men for sustainable, diversified and modernised agriculture in Uzbekistan. This project will contribute to improving the quality, relevance, efficiency and effectiveness of the skills development system in the agriculture and irrigation sectors, initiated by the Government of Uzbekistan, with a particular focus on the rural regions selected by the national stakeholders (Karakalpakstan, Khorazm, Bukhara, Surkhondaryo). 

Long Description

Tasks:

The contractor will support the project activities in completing the design of a methodology for building quality assurance on sectoral qualifications in a modern skill production system for Uzbekistan; with particular focus on agriculture and irrigation sectors. The work will commence from October 2022 or at the earliest possible date with the duration of contract for up to 11 months. 


Under the overall authority of the Head of UNESCO Tashkent Office and the direct supervision of the senior project officer, in cooperation with UNESCO Tashkent office project team and international consultant, the contractor will support the activities of: 

 

  • Implement quality criteria and process for the five main actors in TVET system, namely: TVET providers, Sector Skills Councils (SSCs), assessment centers, trainers, and awarding bodies. 
    • Review relevant literature, meet with national stakeholders, and identify the existing quality criteria and quality process for assessment centers, trainers, and awarding bodies. (Project has identified for TVET providers and SSCs)
    • Organize meetings with relevant stakeholders and collect inputs to update/ develop a set of quality criteria and quality processes for assessment centers, trainers, and awarding bodies (Project has developed for TVET providers and SSCs) in alignment with national quality assessment requirements and by working closely with each actor and relevant national stakeholders.
    • Organize meetings and technical workshops with national stakeholders to discuss and validate these quality criteria and process for above five actors. 
    • Assess the needs and gaps in the needs of trainings and support of five main actors mentioned above through meetings to develop five training programmes (approximately 3 day courses). 
    • Organize the abovementioned trainings on site and provide additional follow-up support to them if needed. In addition, deliver training to the project’s pilot TVET providers (in total four technikums and colleges for agriculture and irrigation) on implementing quality processes. 

 

  • Support the operationalization of newly established SSCs
    • In relation to the above task for SSCs, the project has reviewed the current structure of SSC in Uzbekistan about their roles, tasks and function in TVET system, and developed the draft paper on further development in their roles and appropriate models. The contractor needs to consult with national stakeholders bilaterally, collect feedback, and support organization of workshops/ meetings to present the document to SSCs and relevant stakeholders. 
    • Liaise with private sector representatives in Uzbekistan for their active participation and input to the role and work of the SSCs.
    • Support organization of briefing and de-briefing of SSC study tour, as well as dissemination of lessons learned from the SSC study tour to other SSC members, private sector representatives and other project stakeholders.

 

  • Ensure the quality of translation between Uzbek and English languages for the technical document, training material and presentation material for the tasks listed above.

Deliverables: 

  • Report including the literature review of quality criteria and process for Sector Skills Councils (SSCs), assessment centers, trainers, and awarding bodies with stakeholders, and relevant information 
  • Report describing minutes of consultation meetings with national stakeholders and collected inputs 
  • Report of validation workshops/ meetings with five main actors
  • Report describing training needs of five actors and recommendation 
  • Report describing the major outcome of the trainings targeting the five main actors as well as project’s pilot colleges
  • Report describing the discussion and consultation of meetings/ workshops on concept paper for SSC 
  • Report of meetings/ workshops on SSC study tour briefing and de-briefing, as well as the dissemination
  • Uzbek translated version of training material, technical document and presentation material

REQUIRED QUALIFICATIONS

Education:

  • Advanced University degree in Education or other relevant field

 

Work Experience:

  • A minimum of ten years of work experience in the skills development/ TVET 
  • Experience in delivering hands-on capacity development trainings
  • Experience/ knowledge in the dual education system
  • Experience in implementing project/ programme by international organizations 
  • Experience in TVET agriculture and water resources management is an asset

 

Languages:

  • Good knowledge of written and spoken English;
  • Good knowledge of Uzbek / Russian;
