OVERVIEW OF THE FUNCTIONS OF THE POST
Background
Digital competencies are essential to modern vocational education, and UNESCO is supporting Uzbekistan in strengthening these skills among TVET teachers. The National Digital Learning Specialist will play a vital role within the "Skills Development in Rural Areas of Uzbekistan" project, working closely with a team of national experts and in collaboration with an international expert to adapt and implement digital competency frameworks for TVET teachers. This supportive role focuses on providing coordination and hands-on support, ensuring strong alignment with local priorities.
Roles and Responsibilities
Under the supervision of the Head of the UNESCO Tashkent Office and in close collaboration with the Senior Education Officer, the National Digital Learning Specialist will:

Support Needs Assessments: Assist in evaluating the digital competencies of TVET teachers across Uzbekistan, identifying national needs, challenges, and areas for improvement.

Collaborate with the National Expert Team and International Expert: Work continuously with the national expert team and maintain coordination with the international expert to ensure a cohesive approach to integrating digital competencies within TVET training programs.

Coordinate Local Adaptation Efforts: Assist in adapting the Digital Competency Framework and related training modules to fit the Uzbekistan context, ensuring alignment with national educational goals and the project framework.

Assist in Capacity-Building Activities: Provide ongoing support in designing and implementing workshops and training sessions on digital competencies, collaborating closely with both the national and international teams to enhance teacher capacity.

Facilitate Stakeholder Engagement: Engage with local educational authorities, Centers of Excellence, and other partners to align the project activities with Uzbekistan’s educational priorities and ensure smooth coordination.

- Needs Assessment Contribution: Participate in the creation of a report on national priorities, challenges, and opportunities for enhancing digital competencies for TVET teachers.
- Localized Implementation Guide: Contribute to the development of a roadmap for adapting and implementing the Digital Competency Framework in Uzbekistan’s TVET system.
- Progress and Collaboration Reports: Provide regular updates on collaborative efforts, challenges faced, and insights gained through continuous engagement with the national expert team and international expert.

COMPETENCIES (Core / Managerial)

REQUIRED QUALIFICATIONS
-
Education: Advanced university degree (Master’s or equivalent) in Education, ICT, Social Sciences, or related fields. Specialization in TVET, digital learning, or teacher training is advantageous.

Experience:
- Minimum 3-5 years of relevant experience in the education sector, ideally in digital learning, teacher training, or TVET.
- Demonstrated experience collaborating closely with national expert teams and educational institutions.
- Background in capacity-building activities for educators, with a particular focus on digital competencies within TVET.

Skills: Excellent organizational and coordination abilities, effective communication in Uzbek and Russian (knowledge of English is an asset), and a collaborative mindset for teamwork.
DESIRABLE QUALIFICATIONS
- Familiarity with competency-based training (CBT) models and UNESCO’s Competency Framework.
- Previous experience in working with teacher training institutions within the TVET sector in Uzbekistan
