OVERVIEW OF THE FUNCTIONS OF THE POST
1. Background
Within the framework of the UNESCO-UNICEF Joint project "Empowering Education in Uzbekistan: Leveraging ICT and Digital Learning for High-Quality and Inclusive Education Results” funded by the Uzbekistan Vision 2030 Fund, UNESCO is working with the Ministry of Pre-school and School Education to improve education for vulnerable children across Uzbekistan, especially in rural areas and for girls. By introducing school-based models, the program focuses on modernizing classrooms, integrating digital learning tools, and enhancing support for children with disabilities. A part of this effort is building the capacity of teachers. Through targeted training and updated teaching resources, educators are better equipped to deliver inclusive and high-quality education that meets the needs of all students. This approach strengthens learning outcomes and ensures that more children, regardless of their background, have access to quality education.
The Output 2 of the project focused on strengthening teacher professional development through:
• Renovation and operationalization of Centres of Pedagogical Excellence (CPEs);
• Development and validation of a National ICT and AI Teacher Competency Framework;
• Capacity development of 300 mentors in ICT, pedagogy, and andragogy, who will cascade training to 3000 teachers nationwide.
The Project supports the professional development of teachers in Uzbekistan by strengthening the national mentor training system — from Master Trainers to Mentors and onward to Teachers through the Uzbekistan’s existing Professional Development Days (PDD) and Professional Development Hours (PDH) structure.
Within this framework, 300 mentors will be trained to deliver high-quality, practice-oriented sessions that promote inclusive, learner-centred, and gender-sensitive teaching. To ensure international quality standards, the project seeks to engage experienced international experts to design, deliver, and refine training modules in cooperation with local partners and national institutions.

2. Objectives
The international consultants will work under the overall supervision of the Head of UNESCO Tashkent Office, direct supervision of the Senior Project Officer, and in close coordination with the National Programme Officer for Education, Lead International Expert and the Avloni Institute.
The primary objective of this consultancy is to review and deliver training modules in andragogy and pedagogy, based on the Competency Framework for Teachers in Uzbekistan and targeting selected mentor teachers. These modules will equip mentors with the knowledge and practical skills in teaching and learning, in line with the national framework and international best practices As part of a collaborative team, the consultantss will jointly review and deliver on site integrated training modules to groups of mentors (approximately 20 participants per group).
The training of trainers will be conducted prior to the mentor training sessions. International consultants will work closely with national trainers, providing guidance and support throughout the process.
The specific objectives of this consultancy are:
- Ensure methodological coherence and consistency across all modules and training groups.
- Encourages professional exchange and peer learning among trainers.
- Foster collective ownership and a unified approach to adult learning.
- Strengthen synergy between pedagogical, methodological, and communicative dimensions of mentor training.

3. Scope of Work
- Review and provide feedback on the training module descriptions and session outlines prepared by the Lead International Expert.
- Participate in online coordination and orientation sessions prior to in-country delivery.
- Deliver 3-day training modules for three mentor groups (each with approximately 20 participants)
- Facilitate active, learner-centred sessions using adult-education methodologies.
- Provide feedback and reflection notes after each training round, highlighting progress, challenges, and recommendations.
- Contribute to the continuous improvement of training materials and methodologies.
- Support the documentation and monitoring and evaluation process led by the project team.
4. Deliverables
A. Revised training modules including pre and post training monitoring tools .Each module consists of a 3-day training programme designed under the technical guidance of the Lead International Expert, and based on the Competencies framework for teachers.
- Module A – Professional Expertise and Pedagogical-Andragogical Delivery Skills
Focus: adult-learning principles, relevance to school context, inclusion, motivation, and reflective practice. - Module B – Methodical Expertise, Preparation, and Evaluation of Training
Focus: planning, method selection, assessment, feedback collection, and quality assurance. - Module C – Communication, Collaboration, and Peer Support
Focus: teamwork, facilitation, peer learning, coaching basics, and group management.
B. Deliver three training modules for three mentor groups in person and online
C. Training report including feedback after each module delivered.
D. Final consolidated contribution to the project’s training evaluation and recommendations
COMPETENCIES (Core / Managerial)

REQUIRED QUALIFICATIONS
- Advanced degree in education, social sciences, or a related field.
- Minimum ten years of professional experience in adult education or teacher training.
- At least three years of direct experience as a trainer or facilitator.
- Proven experience with pedagogy, mentorship models, or andragogical approaches.
- Experience in Central Asia or post-Soviet education systems is an asset
- Fluent English, spoken and written.
- Intercultural sensitivity and ability to work effectively in multinational and diverse contexts.

- Familiarity with Curriculum globALE or comparable adult-learning frameworks is a strong asset.
- Experience with UNESCO, and/or similar international cooperation projects is desirable..
