OVERVIEW OF THE FUNCTIONS OF THE POST

 

Background:
The Government of Uzbekistan and UNESCO have been implementing the “Skills Development in Rural Areas of Uzbekistan” project, funded by EU for the period of 2020-2024.  This project aims to support the development of relevant skills of women and men for sustainable, diversified and modernised agriculture in Uzbekistan. This project will contribute to improving the quality, relevance, efficiency and effectiveness of the skills development system in the agriculture and irrigation sectors, initiated by the Government of Uzbekistan, with a particular focus on the rural regions selected by the national stakeholders (Karakalpakstan, Khorazm, Bukhara, Surkhondaryo). 

Long Description

Tasks with timeline:
The contractor will support the project activities of: 1. Designing Sectoral Qualifications Framework (SQF) for agriculture and irrigation based on the Functional Maps and in line with National Qualification Framework (NQF); 2. Designing and developing competency-based curricula as well as training and assessment material for selected qualifications: three in agriculture and two in irrigation for TVET schools; and 3. Providing follow-up support to the implementation of the curricula in the project pilot TVET schools. Functional maps and Occupational Standards (Professional Standards) for the qualifications have been developed in the project. The project has one pilot TVET school in each region, in total four schools. The work will commence from middle of February or as soon as possible until the end of December 2023. The main tasks are to:

  • Identify the required expertise in the country and key relevant stakeholders to be involved in the process of curricula development. Conduct online pre in-country visit preparation with local experts.
  • Review and update the SQF for agriculture and irrigation, based on the functional maps developed in the project. Ensure the SQF is in line with NQF for Uzbekistan.
  • First visit to Uzbekistan: tentatively in March (3-4 weeks stay in Uzbekistan). Activities include a series of seminars and workshops (in Tashkent as well as in the project pilot regions) to introduce competency-based curricula, methodology of their development based on the occupational standards, and to define the structure and the whole process of curricula development in the project. 
  • Second visit to Uzbekistan: tentatively in the end of April/May (3-4 weeks stay in Uzbekistan). Activities include to work with national consultants to 1. develop a two or three-day workshop on competency based training (CBT) design, with the aim of training of trainers who will deliver the training for the TVET schools in the regions, 2. deliver the workshop, and 3. process the result of workshop. 
  • Third visit to Uzbekistan: tentatively in June/July (3-4 weeks stay in Uzbekistan). Activities include to work with national consultants to 1. develop a two or three-day workshop on competency based training (CBT) delivery, 2. deliver the workshop, and 3. process the result of workshop. 
  • Fourth visit to Uzbekistan: tentatively August (3-4 weeks stay in Uzbekistan).  Activities include to work with national consultants to 1. develop five-day workshop on CBT assessment and writing of assessment guides, 2.deliver the workshop, and 3. process the result of workshop. 
  • Follow up the status of curricula implementation in the pilot schools in real time with national consultants

 

The contractor is expected to travel and stay in Uzbekistan at least 4 times (each time three to four weeks) in 2023 and visit the four project regions and TVET schools for consultation and delivery of the trainings.

  • Guideline manual describing the methodology of development of competency-based curricula
  • Material for training workshops and seminars on development of competency-based curricula as well as written guidelines
  • Material for training programmes on: CBT design, CBT delivery, and CBT assessment as well as written guidelines
  • Reports on delivery of abovementioned training programmes as well as the status of implementation

REQUIRED QUALIFICATIONS

 

Education:

  • Advanced University degree in Education or other relevant field

 

Work Experience:

  • A minimum of ten years of work experience in the skills development/ TVET in at least five countries
  • A minimum of five years of work experience in development of curriculum and relevant training programmes as well as their delivery in several countries 
  • Experience/ knowledge in the dual education system
  • Experience in implementing project/ programme by international organizations 

DESIRABLE QUALIFICATIONS

 

Work Experience:

  • Knowledge/ experience in Uzbekistan and/or Central Asian countries is an asset
  • Experience in TVET agriculture and water resources management is an asset
