OVERVIEW OF THE FUNCTIONS OF THE POST

The Living Heritage Entity is situated within the Culture Sector and is responsible for the implementation of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage, in line with the Organization’s Medium-Term Strategy (2014-2021) and for the implementation of the related Expected Result, as outlined in prevailing Programme and Budget document (2018-2021) for Major Programme IV (Culture), as approved by UNESCO Governing Bodies.

 

Under the overall authority of the Assistant Director-General for Culture, the general supervision of the Chief of Living Heritage Entity, and the direct supervision of the Chief of the Programme, the incumbent will contribute to the statutory work of the 2003 Convention’s governing organs, as well as lead and manage the Statutory Support Team which is tasked with (a) facilitating the statutory work of the governing organs of the 2003 Convention and (b) overseeing the treatment of nominations to the Lists of the Convention, proposals in the sense of Article 18 of the Convention, requests for International Assistance (in cooperation with the Safeguarding and Implementation team of the Entity) as well as reports submitted by States Parties and accreditation requests from non-governmental organizations.

Long Description

With this context, the incumbent shall:

  • Facilitate the statutory work of and sound governance by the General Assembly of the States Parties to the Convention for the Safeguarding of the Intangible Cultural Heritage, the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage and its Bureau as well as other subsidiary or consultative bodies set up by the Committee (including expert meetings) with substantive and organizational contributions.

 

  • Plan and coordinate the timely preparation and follow-up of all statutory meetings by drafting agendas, timetables, invitations, working and information documents, scenarios, summary records, etc.; schedule and organize the work of the taskforce supporting the Organs of the Convention; liaise with the Communication, Cities and Events Section (CLT/CCE) concerning the logistical organization of statutory meetings.

 

  • Ensure the treatment of nominations to the Lists of the Convention, proposals in the sense of Article 18 of the Convention, requests for International Assistance as well as reports submitted by States Parties and accreditation requests from non-governmental organizations. Coordinate the Entity’s feedback provided to States Parties to assist them in the revision and resubmission of corresponding files in accordance with the procedures laid out in the Operational Directives of the Convention.

 

  • Plan and coordinate the consistent, transparent, and timely treatment of files and their preparation for external evaluation and examination by providing clear guidelines and advice to the team based on the Operational Directives, Decisions/Resolutions and recommendations of the Governing Organs of the Convention, ensuring timely preparation for accurate dissemination of the files for evaluation, high quality communication, letters to internal and external stakeholders and timely update of templates and forms, etc.

 

  • Contribute to the formulation of strategies for the implementation of the Convention, prepare documents for the statutory organs of the Convention, and participate in the work of the taskforce supporting the Organs of the Convention.

REQUIRED QUALIFICATIONS

 

Education

  • Advanced university degree (Master’s degree or equivalent) in culture, heritage, social sciences, or a related field.

 

Work Experience

  • A minimum of four (4) years of progressively responsible and relevant professional experience in the field of culture, of which preferably two (2) years acquired at international level.
  • Experience in the organization of international statutory meetings and/or international workshops and events.
  • Experience in developing and coordinating programme implementation, activities, and projects related to culture.
  • Experience in production of quality knowledge products such as statutory documents, reports, briefings etc.

Languages

  • Excellent knowledge of English (both written an oral) or French and good knowledge of the other language.

DESIRABLE QUALIFICATIONS

 

Education

  • Advanced University degree (PhD) related to the field of Culture, heritage, social science or related area.

 

Skills & Competencies

  • Good knowledge of 2003 Convention, UNESCO’s programmes in the field of cultural and natural heritage and good knowledge of heritage-related policies, processes and legal instruments.
  • Professional experience in the United Nations System or other international development organization(s).
  • Experience in outreach activities and partnerships/network building.

 

Languages

  • Knowledge of other official UNESCO languages (Arabic, Chinese, Russian or Spanish).
