Under the overall authority of the Director of the UNESCO Institute for Statistics (UIS) and direct supervision of the Head of Foresight and Innovation, the Programme Officer will assist in the coordination and implementation of UIS activities in the areas of learning outcomes, learning assessment, literacy, monitoring and global metrics. 


1. Support the development and implementation of the UIS strategy in the area of Learning Outcomes:
a) Supporting the achievement of globally recognised impact for UIS in the area of Learning Outcomes through methodological development, survey specification, analysis, standard setting, measurement expertise, and provision of advice and technical support to Member States.
b) Support the provision of statistical and data on Learning Outcomes across the Organisation, to governments, regional bureaus, and other statistical institutions on statistical aspects of programmes and projects, as well as on data evaluation and analysis, as appropriate. This includes providing substantive support to technical assistance projects on Learning Outcomes statistics.
c) Advise the Director and senior management on trends and developments in Learning Outcomes and recommend appropriate actions.


2. Support the development and implementation of the UIS Learning Outcomes Programme:
d) Funding proposals: Contribute to the drafting of new funding proposals in the areas covered by Learning Outcomes. Follow-up on existing funding proposals, draft narrative reports and provide updates to partners.
e) Lead the planning and implementation and monitoring of Learning Outcomes projects and programmes including preparation of budgets, recruitments and management of consultants and implementing partners.


3. Contribute to the coordination role of the UIS in SDG4 data governance in general and in particular to the effective functioning of: the Technical Cooperation Group for Technical Cooperation Group on the Indicators for SDG 4 and its regional expansion;  and  the Global Alliance to Monitor Learning (GAML):
a) Support coordination of meetings, workshops and consultations, including regional elements, helping to identify potential partners, managing meeting logistics, and preparing documents, presentations, etc.
b) Provide support for the implementation of an information sharing portal/webpage, gather documentation for the portal, and communicate with partners.
c) Consolidate feedback from technical consultations with assessment experts.

4. Perform any other activities that may be required to ensure the success of the work team, as assigned or requested.

  • Advanced university degree in statistics or in a closely related numeric discipline (such as demography, economics or applied mathematics) or in the fields of social sciences with a substantial applied statistics component or equivalent professional qualification.


Work experience

  • A minimum of four years of relevant professional experience in the field of learning outcomes related to assessment of learning skills – of which at least one year acquired at the international level within a UN or similar agency or in a government ministry preferred.
  • Experience in educational statistics and in SDG4 measurement and reporting.
  • Experience with strategic planning and performance measurement, including indicator selection, target setting, reporting and database management.
  • Demonstrated experience in education research, evaluation and data-driven reporting.
  • Experience in training and making oral presentations to targeted audiences.

Skills and competencies

  • Demonstrated knowledge of student achievement assessment tools and / or evaluating educational policies.
  • Knowledge of key evaluation methodologies (e.g., qualitative, quantitative, mixed method) and data collection and analysis methodologies; familiarity with impact assessments is an advantage.
  • Good knowledge of issues and challenges in education systems in developing countries.
  • Proven ability to draft high-quality, clear, concise, data driven documents and reports.
  • Proven skills in resource mobilisation through negotiation and effective engagement with development partners and donors.
  • Demonstrated oral and written communication skills, including strong drafting skills. 
  • Good organizational and time management skills. 
  • Ability to collect, synthesize and analyse information from various sources. 
  • Ability to maintain effective working relationships in a multi-cultural environment and work effectively in a team and under tight deadlines.



  • Excellent knowledge of English.


Work Experience

  • Experience working with developing countries and sound knowledge of issues related to assessment of learning outcomes is an asset.
  • Experience working with government counterparts and organized education stakeholders.
  • Experience initiating/managing education programmes using digital solutions.



  • A good knowledge of French or knowledge of another official UNESCO language (Arabic, Chinese, Russian or Spanish).
