OVERVIEW
The Global Education Monitoring Report (or GEM Report) is an editorially independent, authoritative, and evidence-based annual report that monitors progress in education in the Sustainable Development Goals (SDGs). The Report is funded by a group of governments, multilateral agencies and foundations and published annually by UNESCO to serve the international community. It is widely recognised as an indispensable technical and advocacy tool supporting the achievement of SDG 4, which aims to ensure “inclusive and equitable quality education” and promote “lifelong learning for all” by 2030. With its mandate, established in the Incheon Declaration of the World Education Forum in May 2015, the annual GEM Report series identifies effective education policies and analyses major education related themes.
DUTIES AND RESPONSIBILITIES
The consultancy will support GEM Report’s resource partnerships, communications, and outreach globally, with a focus on Asia. Key responsibilities include donor intelligence, preparing outreach materials, and developing targeted engagement strategies with prospective public and private sector partners. The consultant will increase the Report’s visibility through coordinated communications, including web content updates.
In particular, the individual specialist will:
- Support the implementation of the GEM Report’s advocacy, partnerships and fundraising strategies, with a focus on China and Asia, aimed at expanding and strengthening links with academic, government, and private sector organizations, including by mapping activities, tailoring materials, and engaging institutions.
- Support the GEM Report’s communications and external relations activities, with a focus on China and Asia, through the development, localization, and regular updating of Chinese-language GEM Report web pages on strategic communications products, and production of digital communications assets, to strengthen regional visibility and accessibility.

DELIVERABLES
- Conduct strategic donor, stakeholder, and partner research and mapping focused on China, Asia, and selected global opportunities relevant to the GEM Report.
- Support the development of the GEM Report China strategy and outreach plan through institutional outreach, partnership follow-up, and dissemination support.
- Maintain and update Chinese-language digital content and prepare communications outputs and dissemination materials.
- Identify influencers and content creators on Chinese social media platforms for joint videos and other materials. Advance dissemination of the GEM Report products on Chinese social media.
- Draft communications and media outreach products.
- Support resource mobilization and institutional engagement activities through targeted outreach to academic, government, and private sector stakeholders.
- Contribute to planning and coordination for China dissemination and engagement activities.
- Update donor and partnership mapping and refine engagement materials in support of ongoing fundraising and strategic partnerships.
- Support China-focused outreach and stakeholder engagement activities.
- Support strategic partnership engagement with academic, government, and private sector actors in China and Asia. Contribute to fundraising and donor engagement activities and prepare related outreach materials.

REQUIRED QUALIFICATIONS
EDUCATION
- Advanced university degree.
WORK EXPERIENCE
- Minimum of 2 years of professional experience in communications, stakeholder engagement, partnership development, resource mobilization, or related fields.
- Experience managing digital content, websites, and audience engagement initiatives, including multilingual or localized communications projects.
- Proven experience supporting donor relations, institutional partnerships, and external stakeholder engagement initiatives.
