Under the overall delegated authority of the Assistant Director-General for Culture and the direct supervision of the Director of the Culture and Emergencies Entity, the incumbent will be responsible for developing, planning and implementing the programme of the Movable Heritage and Museums Unit, as well as coordinating the support provided to the Director of the Culture and Emergencies Entity in his capacity as Secretary of the 1970 Convention in assisting the statutory organs of the 1970 Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property, including the Subsidiary Committee of the Meeting of States Parties to the 1970 Convention and the Intergovernmental Committee for Promoting the Return of Cultural Property to its Countries of Origin or its Restitution in case of Illicit Appropriation (ICPRCP).

The incumbent will coordinate the development and implementation of pertinent and meaningful programmes related to both the 1970 Convention and ICPRCP as approved by its Governing Bodies; the elaboration and implementation of strategies and projects for the promotion of the wide ratification and implementation of the 1970 Convention and the implementation of the 2015 Recommendation concerning the Protection and Promotion of Museums and Collections, their Diversity and their Role in Society.

Long Description

In particular, the incumbent shall:

  1. Plan and coordinate the organisation of statutory meetings of the Governing Bodies of the 1970 Convention, including the preparation of all working, information and statutory documents and ensure their smooth and efficient conduct and follow-up.
  2. Provide substantial input in policy development on  preventing the Illicit trafficking and promoting return and restitution of Cultural Property, and ensure consultation and coordination with all stakeholders concerned, including States Parties and other relevant entities;
  3. Coordinate the development, implementation and monitoring of programmes, projects and activities including the outreach strategy to combat illicit trafficking and promote return and restitution of cultural property, through enhanced, strengthened and more efficient international cooperation, by providing strategic and policy advice to Member States;
  4. Ensure the development and implementation of the approved programme and budget within the integrated budget and the implementation of the Medium-Term Strategy, foster intra- and intersectoral cooperation of work in support of the 2030 Agenda for Sustainable Development, and reporting to the UNESCO Governing Bodies; 
  5. Develop and implement innovative strategies and approaches to translate the principles of the 1970 Convention into policies and programmes at country and regional levels;
  6. Coordinate the promotion and implementation of the 2015 Museums Recommendation, and develop innovative strategies and cooperation with museums institutions and partners;
  7. Mobilize voluntary contributions and establish strategic and financial partnerships for programmes and projects in line with the priorities of the prevailing C/5 Programme and Budget and the Culture Sector's Resources Mobilization Framework, and ensure the reporting to the Conventions' Governing Bodies and donors.

  • Advanced University degree (Master’s or equivalent) in the field of Culture, Humanities, Development Studies, International Relations or Law, or related area.

Work Experience

  • A minimum of seven (7) years of progressively responsible and relevant professional experience in movable heritage, illicit trafficking, art market, museums and/or in the field of culture.
  • Relevant experience acquired at the international level.
  • Experience in designing, managing and implementing policies, programmes and projects related to illicit trafficking, art market and/or in the field of culture.
  • Experience in the preparation of statutory meetings and documents, as well as discussion papers.
  • Experience in resources mobilization and partnership development.
  • Experience leading and managing teams of professionals in a multicultural work environment.

Skills and competencies

  • Good knowledge of UNESCO’s standard setting instruments and programmes in the field of culture and excellent knowledge of the 1970 Convention and illicit trafficking, the ICPRCP and the 2015 Museums Recommendation. 
  • Familiarity with the work and general functioning of international organizations and/or the UN system
  • Strong analytical, anticipation, problem solving, organizational and coordination skills.
  • Good Budget analysis and management skills.
  • Excellent written and oral communication skills, and in particular capacity to collect, synthesize and analyze information from various sources and to write documents in a clear and concise manner.
  • Ability to take initiative and to manage heavy workload and to work under pressure, with capacity for accuracy, paying close attention to detail and quality of work.
  • Ability to ensure substantive quality control of inputs on subjects matters.
  • Excellent interpersonal skills with ability to maintain effective working relations within a multi-cultural environment, diplomatic skills with excellent political awareness and understanding.


  • Excellent knowledge of either English or French.


  • Advanced University degree (PhD) related to the field of Culture, International Relations, Law and/or Humanities.

Work Experience

  • Experience in assessing, designing, implementing and monitoring activities, with a strong commitment to evidence-based, context-driven, flexible and principled programming. 
  • Knowledge of measures for preventing the illegal import, export and transfer of ownership of cultural property.
  • Experience in managing tasks and budget.

Skills and competencies

  • Strong analytical and diplomatic skills


  • Good knowledge of the other working language.
  • Knowledge of other official languages of UNESCO (Arabic, Chinese, Russian, Spanish).
