ORGANIZATIONAL SETTING

As the only specialized organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education and their partners around the world to plan and manage education systems through four types of capacity development programs: training, technical cooperation, research and development, and knowledge sharing. The Institute launched its new Medium-Term Strategy (2022-2025) in November 2021. IIEP has offices in Paris, Dakar, and Buenos Aires. IIEP draws on voluntary contributions from core donors and project funding to achieve its goals and objectives. Under the overall authority of the Director of IIEP and the Technical Cooperation Team Lead and the direct supervision of the Cluster Lead, Equity and Resilience, and within the framework of the Institute’s Medium-Term Strategy, the Associate Education Programme Specialist will have duties and responsibilities: 

DUTIES AND RESPONSIBILITIES

 

Support the design of technical cooperation projects and programmes, including to reinforce capacities of MoEs for climate change adaptation and environmental sustainability:

  • Prepare detailed project or programme proposals.
  • Ensure the linkage of these projects or programmes with IIEP’s MTS and with other ongoing or planned activities.
  • Participate in discussions and negotiations with national and international partners.

 

Support the implementation and management of technical cooperation projects, in particular in the area of crisis-sensitive planning, in collaboration with internal and external partners and the Equity and Resilience Cluster Lead:

  • Plan the implementation of projects.
  • Prepare and carry out technical cooperation missions and activities.
  • Prepare and facilitate specific training workshops.
  • Provide advice and guidance to technical staff in Member States.
  • Provide technical guidance and support to members of the project/programme team, including consultants.
  • Liaise and coordinate with national and international partners.

Support the monitoring and reporting of IIEP’s work, particularly in crisis-sensitive planning, in collaboration with the Equity and Resilience Cluster Lead :

  • Monitor the implementation of crisis-sensitive projects, including tracking results, updating relevant databases, and preparing reports.
  • Develop monitoring and evaluation reports for crisis-sensitive planning projects.

Long Description

Participate in the analysis and knowledge generation, particularly in IIEP’s crisis-sensitive planning work:

  • Support the drafting of knowledge products in the area of crisis-sensitive planning and planning through literature reviews, data analyses, and missions involving stakeholder consultations.
  • Reflect on lessons learnt and future perspectives, particularly in the area of crisis-sensitive planning, and draft documents in this regard.

 

Undertake training activities, particularly in the area of crisis-sensitive planning :

  • Design new training courses and participate in the revision of existing courses, particularly IIEP’s distance course on planning for resilience, safety, and social cohesion.
  • Contribute to development of course materials, detailed programmes and activities, and evaluation methods and tools.
  • Participate in the implementation of these courses, through residential as well as distance mode.
  • Take part in the regular residential and distance training programmes at IIEP, including the Advanced Training Programme.

 

 Undertake additional activities that may be required to ensure the success of the team and of the Institute.

REQUIRED QUALIFICATIONS

 

Education

 

  • Advanced university degree (Masters or equivalent) in the field of educational planning and management, international development, social sciences, or economics, with a strong foundation in qualitative and quantitative data analysis.

 

Work Experience

 

  •  Minimum of 2 years of relevant professional experience in the field of education technical cooperation projects, particularly in the area of crisis-sensitive planning, of which preferably 1 year acquired at international level.
  •  Experience in delivering support to national or sub national entities in the design and formulation of plans or policy frameworks or programs.

Skills and Competencies

 

  • Strong knowledge of education systems in developing and emerging countries and their associated challenges.
  • Proven competency and proficiency in analysing both qualitative and quantitative education data and strong skills to undertake analytical and synthetic writing.
  • Excellent statistical and IT skills, including knowledge of statistical software such SPSS, SAS, STATA, R and spreadsheets (e.g., Excel, ACCES)
  • Excellent interpersonal and communication skills (oral and written)
  • Ability to undertake regular missions, especially in challenging environments.
  • Ability to work under pressure and meet deadlines.
  • Ability to work with and in multicultural teams.
  • Ability to adapt to changing circumstances.

 

Language requirement 

 

  • Excellent knowledge of English and good knowledge of French.

DESIRABLE QUALIFICATIONS


Professional Experience

 

  • Experience in humanitarian contexts.
  • Experience in coordination the implementation of projects.

 

Languages

 

  •  Knowledge of other official UNESCO languages (Arabic, Chinese, Russian or Spanish).

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 82, 164 US $.
