OVERVIEW OF THE FUNCTIONS OF THE POST

The Programme Specialist (Culture), under the direct supervision of the Director of the UNESCO Regional Office in Montevideo and the overall authority of the Assistant Director-General for Culture, coordinates the programme and projects in the field of Culture to ensure the design, development, planning, monitoring, implementation and coordination of activities carried out under Major Programme IV – Culture in the countries covered by the Regional Office. He/She is also responsible for preparing inputs for the UNESCO Medium-Term Strategy (C/4), the Programme and Budget (C/5) and related work plans, as well as for developing partnerships and fundraising activities and ensuring UNESCO’s contribution to the ‘Delivering as One’ exercise in the field of Culture in the countries covered by the Office. He/She also leads and supervises the staff of the Culture Unit of the Office.

Long Description

PROGRAMME DELIVERY :

  • Ensure the culture programme delivery in the countries covered by the Office in line with the Culture Sector’s strategies and priorities, particularly through capacity-building, policy advice, technical assistance, networking, and in the advocacy of the linkages between culture and development. This includes the preparation, implementation, monitoring and evaluation of workplans, as well as the related reporting, in close cooperation with the Culture Sector at Headquarters.
  • Facilitate the coordination of the Culture programme at sub-regional level by providing technical advice and guidance to the national offices, antennas and focal points of the sub-region in the planning and development of programmes, projects and activities of the Culture Sector.
  • Provide inputs, including data and statistics for the preparation of reports and briefings on the implementation of programmes and projects, funded by the Regular Programme and voluntary contributions, using relevant tools, including the System of Information on Strategies, tasks and Evaluation of results (SISTER).
  • Contribute to the overall delivery of the Office’s programme objectives and intersectoral working modalities.
  • Coordinate and develop the programme implementation of the Villa Ocampo antenna (Buenos Aires).
Long Description

PARTNERSHIPS AND FUND-RAISING:

  • Build, maintain and enhance strong and strategic working relationships with the concerned national/local  authorities, cultural institutions and relevant intergovernmental and non-governmental organizations.
  • Build and enhance partnerships with UN Agencies, bilateral and multilateral donors, development banks, international institutions and the private sector in order to conceptualize and design Culture programmes and projects at the national and regional level, and contribute to resource mobilization by developing concept notes and project proposals based on situational analyses in line with the Major Programme IV - Culture priorities and the CLT Resource Mobilization Framework.
  • Ensure the required fund-raising in order to reinforce the Regular Programme by mobilizing resources and building partnerships including with the private sector.

 

Long Description

JOINT PROGRAMMING EXERCISES:

  • Contribute to developing the advocacy on the role of culture as a vector for sustainable development.
  • Identify entry points for culture in these exercises responding to national priorities and needs in the field of culture.
  • Develop and implement related actions, programmes and activities.
  • Maintain strong working relations with the concerned Resident Coordinator Office and other UN Agencies, groups and entities.

CAPACITY BUILDING: 

  • Assist Member States in their efforts to implement the 2030 Agenda for Sustainable Development and specifically promote culture-engaged sustainable development.
  • Undertake assessments of needs related to culture.
  • Provide policy advice and technical assistance in the Culture Sector's fields of competence, as well as substantive contributions to the development of national, regional and international strategies. 
  • Facilitate and develop capacity building and training activities and projects to support culture institutions and professionals in view of the strategic objectives of protecting, promoting and transmitting heritage and fostering creativity and the diversity of cultural expressions, including preparedness and response in case of emergencies.
  • Promote and advocate the universal ratification of all UNESCO Culture Conventions and their associated Protocols.

REQUIRED QUALIFICATIONS

 Education

  • Advanced University degree (Master’s or equivalent) in the field of Culture, Humanities, Development Studies, International Relations or Law, or related area.

 

Work Experience

  • A minimum of seven (7) years of progressively responsible and relevant professional experience in the field of culture.
  • Experience acquired at the international level.
  • Experience at providing policy advice in the field of Culture.
  • Experience in developing and coordinating programme implementation, activities, and projects.
  • Experience in fundraising and resource mobilization.
  • Experience in outreach activities and partnerships/network building.

Skills and competencies

  • Proven capacity to produce high-quality and policy-oriented analytical reports and recommendations in the area of culture and development.
  • Good knowledge of the Organization and its rules, regulations, policies, manuals, directives, and normative instruments.
  • Solid knowledge of the UNESCO Culture Programme and its six Conventions.
  • Knowledge of the 2030 Agenda for Sustainable Development.
  • Ability to manage, supervise and motivate staff and teams.
  • Strong analytical and problem-solving skills; ability to identify key strategic issues, objectives, opportunities and risks.
  • Ability to work in a team and to maintain effective working relationships in a multi-cultural environment.
  • Ability to take initiative and to manage heavy workload; to work under pressure, with capacity for accuracy, paying close attention to detail and quality of work.

 

Languages

  • Excellent knowledge of English and good knowledge of Spanish.
DESIRABLE QUALIFICATIONS

Education

  • Advanced University degree (PhD) related to the field of Culture, Humanities and/or International Law.

 

Skills and competencies

  • Strong diplomatic skills.
  • Good political judgment with the ability to negotiate at the decision-making level.

 

Languages

  • Knowledge of another official language of UNESCO (Arabic, Chinese, French, Russian).
