OVERVIEW OF THE FUNCTIONS OF THE POST

I. Basic Purpose:

 

  1. INSTITUTIONAL AND GLOBAL CONTEXT

UNESCO is the only United Nations agency working at all levels of education, including Non-Formal, Technical and Vocational Education (TVET) and Higher Education. This holistic view of education has made it the agency responsible for globally monitoring the implementation of Sustainable Development Goal 4 (SDG 4).

 

The adoption of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) at the United Nations General Assembly in September 2015 reflected a new understanding of development: one that emphasizes the interconnections between social, economic and environmental issues. Education is central to the Agenda and is covered by SDG 4: “Ensure equitable access to quality education and promote lifelong learning opportunities for all.” The Incheon Declaration of the same year also calls on UNESCO Member States to “ensure inclusive, equitable and quality education and promote lifelong learning opportunities for all.”

 

UNESCO also supports Member States in implementing the 2030 Agenda through the education sector and the technical and vocational education (TVET) subsector. The Shanghai Consensus—adopted in 2012 and confirmed in 2017—reaffirmed the role of TVET in reducing poverty and inequality by addressing unemployment. TVET contributes not only to the achievement of SDG 4 but also SDG 8: “Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all.” Strengthening the TVET subsector is necessary in all countries so that they can fully benefit from global trends such as digitalization, automation, the emergence of knowledge societies and the transition to sustainable economies.

II. Duties and Responsibilities:

 

  • The specialist will act as a lead, taking primary responsibility for coordinating the process and drafting the Mozambique TVET Strategy and Action Plan.
  • He/she will ensure alignment and consistency throughout the process, ensuring that all components are cohesive, interconnected and aligned with national priorities and strategic objectives.
  • He/she will ensure that the process and its outcomes are aligned with government priorities and will foster a strong sense of ownership and commitment to the Strategy and Action Plan, collaborating closely with a national technical team comprised of government officials.
  • The specialist will ensure the documentation of the methods, data and sources used for the cost projections, to ensure transparency and replicability.
  • He/she will ensure the incorporation of feedback from a technical team of international and national experts and UNESCO, and will finalize the Strategy and Action Plan, presenting the final documents at the national validation workshop in Mozambique, in collaboration with the TVET specialist with national experience.
  • He/she will support the capacity development of local stakeholders in the planning, coordination and management of TVET.
  • He/she will organize and actively participate in the workshops, interviews and analyses that will lead to the drafting of the TVET Strategy and its Action Plan.
  • He/she will be supported by UNESCO Thematic Experts, and the TVET specialist with national experience based in Mozambique, responsible for coordination with the Mozambican national authorities.

REQUIRED QUALIFICATIONS

Education & Certifications:

 

Master's degree in Education Sciences, Social Sciences or related area.

Long Description

Work Experience:

 

  • The TVET specialist must have solid experience (10 years or more, nationally and internationally) in the analysis and development of formal and non-formal training systems, in the planning, direction, management and analysis of the financing of these systems, and in strengthening the capacities of stakeholders.

 

  • At least one similar mission carried out in collaboration with ministries of education and/or Vocational Training Institutes, demonstrating in-depth knowledge on inclusive TVET or general education in Mozambique.

DESIRABLE QUALIFICATIONS

Languages:

 

Fluency in both oral and written communication in Portuguese & English.
