OVERVIEW OF THE FUNCTIONS OF THE POST

 

 

The UNESCO Regional Office for Culture in Latin America and the Caribbean and the UNESCO Cluster Office for the Caribbean are implementing the joint UNESCO-European Union programme Transcultura: Integrating Cuba, the Caribbean and the European Union through Culture and Creativity (hereafter called Transcultura Programme). 

This four and a half year programme seeks to deepen integration between Cuba, the Caribbean and the European Union and engages partners and targets direct and indirect beneficiaries within the geographic scope of the 17 Member States of CARICOM, CARIFORUM and OECS: Antigua and Barbuda, the Bahamas, Barbados, Belize, Cuba, Dominica, the Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Monserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname and Trinidad and Tobago.

The overall purpose of the Transcultura Programme is to deepen cultural integration in the Caribbean and strengthen people-to-people cooperation and exchange in the region and with the European Union. The Programme will create opportunities for entrepreneurship, socio-economic projects, and collaboration in the cultural and creative sectors, heritage and tourism within the Caribbean region, and the European Union. It is built on two components: the first focusing on strengthening the skills and capacities of young cultural professionals and the second on enhancing opportunities through knowledge transfer and exchanges. It includes establishing a regional Cultural Training Hub in Cuba. 
 

Long Description

Main duties and responsibilities 

Under the authority and overall supervision of the Director of the UNESCO Cluster Office for the Caribbean, with direct supervision of the Programme Specialist for Culture in Kingston and the Transcultura Programme Coordinator, UNESCO Regional Office for Culture in Latin America and the Caribbean in Havana, the incumbent will manage the coordination and overall implementation of the Transcultura Programme concerning the English-Speaking Caribbean Member States and Associate Members covered by the UNESCO Cluster Office for the Caribbean in Kingston by carrying out the following duties and responsibilities:

1.    Coordinate the overall planning, implementation, monitoring, evaluation and reporting of the Transcultura Programme in compliance with its overall objective, specific objectives, expected outputs, outcomes and activities by, among others:
a.    Maintaining regular exchange close cooperation and synergies with the  Transcultura’s Programme Team at the Regional Cultural Office for Latin American and the Caribbean in Havana;
b.    Ensuring participation of designated Caribbean representatives and selected experts in the steering, advisory, consultative, technical and other meetings, as well the online debates related to the implementation of the Transcultura Programme under the agreed schedule for both the online and face to face modes (latter includes arrangements for the travel, accommodation and all related logistical matters);
c.    Contributing to preparation, launching, promotion and designation of calls, announcements and other initiatives of the Transcultura Programme related to the Caribbean;
d.    Coordinating technical research in the Programme’s thematic areas from the Caribbean perspective and support the mapping and identification of initiatives in the cultural and creative sector and other related areas;
e.    Providing technical assistance in the preparation of the Terms of Reference for institutions, entities, consultants, experts and personnel, as well as contribution to the processing of contracts, payments and other relevant documentation;
f.    Guiding the production of Transcultura Programme deliverables, including guidelines, manuals and other technical and/or reporting materials, and ensure their high quality;
g.    Supporting the procurement of goods and services and regularly monitoring their deployment;
h.    Ensuring conformity and compliance with UNESCO rules and regulations, policies, communication strategies, procedures and practices. 
i.    Ensure the monitoring and evaluation of the overall implementation and the reporting on the Transcultura Programme activities by, among others:  Supporting the Transcultura’s Programme Team in Havana in monitoring, evaluation and reporting, in line with established outputs, outcomes and indicators of the Transcultura Programme;

j.    Fostering exchanges of information and experiences and identifying new strategies to improve the Transcultura Programme delivery and to achieve its objectives;
k.    Facilitating the implementation of monitoring/evaluation actions (including identifying issues and instituting timely remedial measures, as appropriate), reporting on and documenting good practices, case studies and lessons learned.

2.    Liaise with relevant national, regional and international governmental and non-governmental counterparts and stakeholders, by, among others:
a.    Providing technical input and guidance to relevant stakeholders, counterparts and authorities;
b.    Identifying relevant institutions and entities and ensuring their engagement in relevant activities of the Transcultura Programme;
c.    Developing partnerships to promote synergies with national and regional entities to facilitate the implementation of the Transcultura Programme and its long-term sustainability;
d.    Supporting and maintaining regular exchange and increasing cooperation and synergies with the ACP-EU Joint Project Team 'Creative Caribbean: An Ecosystem of "Play" for Growth and Development.'

3.    Contribute to the development and implementation of the Communication Plan of the Transcultura Programme in close cooperation with the Team of the UNESCO Regional Office for Culture in Latin America and the Caribbean and the Public Information Officer of the UNESCO Cluster Office for the Caribbean by, among others:
a.    Ensuring proper visibility is given to the Transcultura Programme, donor and partners by developing and updating communication plans, objectives, milestones and tools and providing strategic orientation and support to the implementation team;
b.    Ensuring compliance with UNESCO and EU communication requirements and the FAFA EC-UN Visibility Guidelines.

4.    Implement any other tasks within other priority areas as identified by the Director and/or the Programme Specialist for Culture of the UNESCO Cluster Office for the Caribbean and The Transcultura Programme Coordinator, provided those tasks are consistent with the Incumbent's professional qualifications.

REQUIRED QUALIFICATIONS

Academic Qualifications:
    Advanced university degree (Master’s degree or equivalent) in International Development, Social Sciences, Cultural Studies or other fields closely related to the position. 


Work Experience
    A minimum of three (3) years of progressively responsible professional experience in designing, planning, implementing, monitoring and evaluating culture, education, and/or social and human sciences projects or programmes.
    Experience (academic or professional) in the cultural and creative sectors, heritage or tourism.
    Experience coordinating a multi-skilled/multicultural team.
    Experience engaging government agencies, partner institutions and/or donors and in developing partnerships.

 

Skills and Competencies
    Strong knowledge of project management methodologies and Results-Based Management and competence in designing and managing development programmes.
    Strong understanding of the thematic areas covered by the Transcultura Programme.
    Ability to synthesize performance data and produce analytical reports to inform management and strategic decision-making.
    Strong analytical and problem-solving skills, as well as the ability to set priorities, to ensure compliance to rules and administrative guidelines, to analyze and respond to routine and non-routine issues.
    Ability to identify and analyze trends, opportunities and threats and develop appropriate strategies and mechanisms to address them.
    Ability to establish good working relationships with internal and external colleagues, experts, partners and stakeholders at the national, regional and international levels.
    Knowledge of ethical and behavioural expectations, sound judgement, and high standards of integrity, discretion and confidentiality.
    Strong communication skills.
    Good IT skills, including advanced knowledge of MS Office (Word, Excel, PowerPoint, etc.).

Languages
    Excellent knowledge of English (oral and written).
    Good knowledge of Spanish (oral and written).

DESIRABLE QUALIFICATIONS

Work Experience
    Experience working with the UN System or the European Union.
    Regional or international experience.

Skills and competencies 
    Knowledge of UN and/or European Union procedures, rules and regulations.

Languages
    Working Knowledge of French.
