OVERVIEW

UNESCO Sudan Office – Education Sector

UNESCO supports education recovery, coordinated sector planning and institutional capacity strengthening in Sudan. As Coordinating Agency of the Local Education Group (LEG) and Grant Agent for the Global Partnership for Education (GPE) System Capacity Grant (SCG), UNESCO supports national authorities and partners in monitoring implementation of the Transitional Education Plan (TEP) and using evidence for sector decisions.

PROJECT BACKGROUND

PROJECT BACKGROUND

Sudan’s Transitional Education Plan (TEP) 2025–2027 provides the overarching strategic framework for guiding education sector priorities during the transition from emergency response towards recovery and longer-term system strengthening. The Plan establishes agreed priorities, targets, implementation arrangements and monitoring mechanisms to support coordinated action by the Ministry of Education and education partners.

Within the framework of the Global Partnership for Education (GPE) System Capacity Grant (SCG), UNESCO supports national education authorities and the Local Education Group (LEG) in strengthening sector coordination, strategic planning, monitoring, evidence-based decision-making and institutional capacities required for effective TEP implementation. The SCG provides an important framework for strengthening national ownership, improving sector planning and monitoring processes, and supporting coordinated implementation of education priorities.

As the TEP enters its implementation and review phase, sustained technical support is required to monitor progress against its results framework and implementation matrix, facilitate periodic sector reviews, identify implementation gaps and emerging priorities, and document achievements and lessons learned. This support will also ensure that findings from monitoring and review processes inform necessary adjustments to the TEP and its implementation instruments.

The consultancy will contribute to these objectives by supporting three biannual TEP review workshops, continuous monitoring of implementation, preparation of the 2026 and 2027 Annual Progress Reports, and technical engagement with the LEG and relevant working groups. It will also support preparations for the post-2027 Education Sector Plan (ESP), including the development of a roadmap and stakeholder consultation process, ensuring continuity between the transitional planning period and the subsequent sector planning cycle.

CONSULTANCY RATIONALE/SCOPE OF THE CONSULATNCY

CONSULTANCY RATIONALE/SCOPE OF THE CONSULATNCY

The effective implementation of Sudan’s Transitional Education Plan (TEP) 2025–2027 requires sustained technical support to strengthen monitoring, facilitate periodic reviews, document progress and ensure that emerging evidence informs sector planning and decision-making. Given the evolving education context in Sudan, a systematic and adaptive approach is essential to identify implementation challenges, assess achievements and support timely adjustments to planned interventions.

Within the framework of the Global Partnership for Education (GPE) System Capacity Grant (SCG), UNESCO seeks to engage a qualified technical consultant to support the monitoring, review, reporting and updating of the TEP. The consultancy will contribute to strengthening national and sector-level capacities for evidence-based planning, results monitoring, coordination and accountability, while promoting greater alignment between TEP priorities and implementation progress.

The consultant will provide technical support for the preparation and facilitation of three biannual TEP review workshops, continuous monitoring of the TEP results framework and implementation matrix, and preparation of the 2026 and 2027 Annual Progress Reports. The assignment will also support the identification of implementation gaps and emerging priorities, formulation of practical recommendations, and incorporation of agreed adjustments into the TEP and its associated implementation instruments.

In addition, the consultancy will provide technical inputs to the Local Education Group (LEG) and relevant technical working groups to strengthen sector dialogue, coordination and follow-up on agreed actions. It will also support preparations for the post-2027 Education Sector Plan (ESP), including the development of a roadmap and facilitation of initial stakeholder consultations.

Overall, the consultancy is intended to strengthen the link between planning, implementation, monitoring and sector decision-making, while ensuring that lessons learned from the TEP inform the next education sector planning cycle.

CONSULTANCY OBECTIVES

The consultancy aims to strengthen systematic TEP monitoring and participatory review; identify implementation gaps and corrective actions; translate review findings into agreed updates; produce annual progress reports; provide technical inputs to LEG structures; and support continuity into post-2027 sector planning.

The specific tasks of the consultancy would include:

T1: Prepare and facilitate three in-person TEP biannual review workshops (one in 2026 and two in 2027), including agendas, evidence synthesis, participatory review, action tracking and workshop reports.

T2: Monitor progress against the TEP results framework and implementation matrix; analyse targets, milestones and bottlenecks; and update the TEP and related instruments annually, subject to review and validation.

T3: Prepare the 2026 and 2027 TEP Annual Progress Reports, documenting results, gaps, contextual developments, lessons learned and recommendations; provide technical contributions to monthly LEG and relevant working-group meetings.

T4: Support preparations for the post-2027 ESP, including evidence consolidation, a planning roadmap, inclusive stakeholder consultations and identification of priorities for the next planning cycle; submit a final consultancy report.
