BACKGROUND

UNESCO, as the Coordinating Agency for the Sudan Local Education Group (LEG), is supporting the implementation of Sudan’s Transitional Education Plan (TEP) 2025–2027, endorsed by partners as the strategic framework for bridging humanitarian and development priorities in the education sector.

As Sudan enters the implementation phase of the TEP, there is a need for high-level technical support to strengthen coordination mechanisms, enhance monitoring and evaluation systems, and ensure quality reporting and stakeholder engagement.

PURPOSE OF ASSIGNMENT 

UNESCO seeks to engage a Strategic Advisor to provide expert support to the TEP implementation process. The consultant will deliver technical advice, facilitate stakeholder coordination, contribute to monitoring frameworks, and support key national and sub-national review processes. The work will be conducted in close collaboration with UNESCO Sudan, and national stakeholders.

KEY RESPONSIBILITIES 

  • Conduct stakeholder mapping and provide analysis to support TEP coordination.
  • Support the organization and facilitation of the TEP launch and awareness events.
  • Lead the drafting of the TEP Mid-Year and Annual Implementation Reports.
  • Design and facilitate two in-person TEP review workshops in coordination with the LEG.
  • Provide technical advisory services on the TEP M&E framework and reporting systems.
  • Contribute to the work of the LEG Research Group, including review of research concepts.
  • Ensure alignment of deliverables with TEP priorities and the LEG work plan.

REQUIRED QUALIFICATIONS

  • Advanced university degree in education, development studies, public policy, or a related field.
  • At least 7 years of relevant experience in education planning, sector coordination, or program implementation in crisis-affected or transitional settings.
  • Demonstrated expertise in policy analysis, monitoring and evaluation, and donor reporting.
  • Proven facilitation and communication skills, with ability to engage diverse stakeholders.
  • Familiarity with the Global Partnership for Education (GPE) processes and Education in Emergencies frameworks is an asset.
  • Familiarity with the education sector in Sudan is an asset.
  • Fluency in English is required; knowledge of Arabic is an advantage.
