OVERVIEW OF THE FUNCTIONS OF THE POST

Background

 

UNESCO Sudan is supporting the Ministry of Education to implement the Transitional Education Plan (TEP) 2025–2027, and the System Capacity Grant Project with a strong focus on supporting Ministry of education to develop and implement its digital transformation of teaching, learning and sector management. One of the things under this digital transformation policy is to support strengthening the Education Management Information System (EMIS). Under the overall authority of the Head of Office and the direct supervision of the National Education Officer, the Digital Transformation & EMIS Specialist will drive the day‑to‑day implementation of the Digital Transformation Strategy and provide hands‑on support to the EMIS pilot, working closely with the National Teacher Training Center (NCTT), EMIS units, and partner organizations.

Duties and Responsibilities

Reporting line: Under the overall authority of the Head of UNESCO Sudan Office, the direct

supervision of the National Professional Officer for Education, and in close coordination with relevant UNESCO HQ and field focal points, the Digital Support Specialist will:

1) Support to the EMIS Pilot

  • Coordinate the EMIS team day-to-day roles, inputs, and deliverables in line with the agreed EMIS implementation plan; and ensure team cohesion, smooth workflows, and steady progress toward the agreed   objectives.
  • Provide technical and administrative support for the EMIS pilot (operations, configuration, user provisioning/management, role-based access)

  • Support and facilitate piloting of the EMIS data warehouse integration in Port Sudan; ensure the “Online warehouses” are regularly populated, validated and backed up.
  • Support and Conduct EMIS capacity-building sessions at state and local levels (data entry, QA/QC, analytics, use of digital tools) and produce SOPs, quick guides and job aids.
  • Support and Coordinate pilot-region data collection, management and analysis; produce concise dashboards and briefs to inform decision-making at national and sub-national levels.
  • Support the design and implement the Red Sea State EMIS pilot training programmer, including training plans, curricula, delivery and follow-up mentoring (TEP 3.2/SCG K).

2) Digital Transformation Strategy Implementation

  • Support the Planning and coordinate technical support for the Governments digital transformation policy/strategy initiatives and workstreams; maintain an implementation plan and risk log, and report on progress.
  • Support the MOE to develop the concept Note for digital transformation policy; coordinate with MOE counterparts; design and facilitate required workshops and consultations aligned with TEP goals and SCG capacity-building objectives.
  • Support the Designing and delivery targeted capacity-building for officials, school leaders and teachers on digital governance, platform use, data literacy and workflows.
  • Provide technical support to the relevant digital learning and teaching platforms.

3) Monitoring, Evaluation & Reporting

  • Support the design and roll-out of a harmonized M&E system for TEP implementation, including digital dashboards for tracking indicators and results.
  • Support the Management of user hierarchies, permissions and data administration across systems aligned with information governance requirements.
  • Support the development and maintaining of digital dashboards/visualizations and produce periodic insight briefs to support programme management and donor reporting.
  • Contribute to SCG and TEP progress reports, ensuring data quality, traceability of digital outputs and clear documents of lessons learned

REQUIRED QUALIFICATIONS

Education

  • Diploma/Advanced Diploma (or equivalent) in ICT, Educational Technology, Information Systems, Computer Science, Data Science, or a related field. A combination of post-secondary certifications and relevant experience may be considered.

Long Description

Work Experience

  • At least 3 years of relevant experience in ICT-for-education, EMIS/education data systems, or e-learning/LMS user support, including hands-on administration and basic analytics.
  • Experience supporting teacher/official training or e-learning roll-outs (user support, content uploads, helpdesk).
  • Experience working with government counterparts and multi-stakeholder partners at national/state/local levels; experience in fragile/conflict-affected settings is an asset.

 

DESIRABLE QUALIFICATIONS

Skills and Competencies

 

  • Solid coordination and problem-solving skills; ability to manage multiple support tickets/tasks.
  • Practical knowledge of e-learning tools/LMS administration and familiarity with data dashboards (e.g., Excel/Power BI).
  • Ability to design and deliver short trainings; strong facilitation and mentoring support skills.
  • Familiarity with data protection, safeguarding/PSEA, and ethical handling of user data and system privileges.
  • Strong drafting/presentation skills; ability to explain technical concepts to non-technical users.
  • Accuracy, attention to detail, and good record-keeping/version control habits

Languages

  • Excellent knowledge (written and spoken) of English.
  • Arabic working proficiency is highly desirable.
