As a specialized Category 1 Institute, the IBE is an integral part of UNESCO and enjoys considerable autonomy. It is the International Centre of Excellence in Curriculum and Learning and is valued for its specialist knowledge, expertise and networks, and for providing curriculum support services that include up-to-date, evidence-based information and technical assistance to UNESCO Member States. The IBE offers strategic advice, technical assistance tailored to specific country needs, short and long term capacity-building opportunities, and provides access to cutting edge knowledge in the field of curriculum and learning.


Under the direct authority of the Director of UNESCO-IBE the incumbent will:

Long Description

  • Provide intellectual guidance on understanding the role of curriculum and its relation to the other components of the education system for improving the quality of learning outcomes.
  • Analyse major trends, issues strategies on multilinguism from an international comparative perspective and its implications for strengthening education quality.Lead the production of tools to strengthen the capacities of national and regional curriculum institutions.
  • Lead task forces and working groups within the Institute regarding the implementation of internal collaboration tools.
  • Lead projects and initiatives on curriculum and higher education, with a special focus on strengthening teachers’ capacities on how to deliver the curriculum.
  • Lead the implementation of a comprehensive capacity development strategy on curriculum renewal, design and development processes.

Long Description

  • Participate as trainer/facilitator in Diploma courses, customized workshops and any other capacity-development related activities with specific inputs to matters relating to curriculum elaboration.

  • Contribute actively to resource mobilization through specific project proposals, advocacy and other actions to implement initiatives on curriculum renewal, design and development.

  • Produce evidence-base arguments and provide policy advise to Member States in curriculum reform related work.

  • Provide technical assistance and support to the UNESCO’s teams at regional and country offices level on curriculum and learning, curriculum alignment and related issues.

  • Advanced University Degree (Master’s or equivalent) in education, comparative education, curriculum, learning,pedagogy or related fields.


Work Experience

  • Minimum of 7 years of progressively responsible relevant experience in education development, of which preferably 3 years acquired at international level.
  • Experience in teacher education  and policy reforms.
  • Solid experience in conducting research and impacting education practice from an international comparative perspective.
  • Solid experience in supporting countries in implementing curriculum renewal, design and development processes.

Skills and competencies

  • Excellent analytical and research skills.
  • Excellent project management skills and ability to coordinate complex projects.
  • Ability to lead, manage and motivate staff and teams and to maintain effective working relationships in a multicultural environment.
  • Ability to build, maintain and enhance working relations with national/local authorities, cultural institutions and relevant intergovernmental and non-governmental organizations.
  • Ability to participate effectively in high-level negotiations with internal and external partners.
  • Excellent communication skills, both written and oral.
  • Strong IT skills, including knowledge of MS software (Word, Excel etc.).


  •  Excellent knowledge of French (oral and written) and good knowledge of English.



Work Experience

  • Experience in working with UN partners, including UNESCO National Commissions, Ministries of Education, UN agencies, inter-governmental organizations, development banks, teacher education and higher education institutions, and civil society organisations on similar teacher education reform projects.


Skills and competencies

  • Knowledge of UNESCO’s education conventions and global priorities and UN administrative procedures.



  •  Knowledge of another official language of UNESCO (Arabic, Chinese, Russian and/or Spanish).
