UNESCO Regional Bureau for Education in Asia-Pacific based in Bangkok Thailand, is seeking to hire a National Programme Officer (Education) to join the Section for Inclusive Quality Education to contribute to the regional coordination of SDG4-Education 2030 and manage the Secretariat of the Regional Thematic Working group (RTWG) on Education 2030+. Under the overall authority of the Regional Director and the immediate supervision of the Chief of Section for Inclusive Quality Education (IQE), the incumbent will also be involved in coordination, planning, implementation, and monitoring of programmes and projects in the fields covered by the IQE Section and serve as the education focal point for Thailand.

Specifically, the incumbent will perform the following duties:

Long Description

Programme planning, management and coordination:

  • Contribute to the planning, implementation and monitoring of the regional programme on SDG4-Education 2030, including the organization of major regional events and meetings organized, such as the annual Asia-Pacific Regional Meetings on Education 2030 (APMED2030), capacity building workshops, and regional/national launches of the Global Education Monitoring report and related policy fora on SDG4-Education 2030;
  • Manage the secretariat of the regional Thematic Working Group on Education 2030+ (TWG Education 2030+), ensure regular communications with members, organize the regular and ad hoc TWG education 2030+ meetings, plan and manage the TWG work plan and monitor activities, and organize and facilitate ad hoc meetings of the sub-working groups of TWG-Education 2030+;
  • Contribute to the implementation of programme activities under the IQE Section, such as education planning and management, quality of learning (including ESD/GCED), inclusive education, gender in education, ECCE, health and wellbeing education;
  • Serve as the education focal point for Thailand and coordinate and facilitate UNESCO Bangkok’s education response in Thailand as well as facilitate engagement in UN joint actions under the framework of the UNCT Thailand, such as to the UN CCA, UNSDF, thematic groups, joint projects, etc.

Knowledge management, partnership and resource mobilization:

  • Produce and coordinate communication and advocacy materials, briefs, reports, and presentations, soliciting, crafting and publishing news materials, and updating and maintaining the website contents on SDG4-Education 2030;
  • Maintain the regional knowledge portal on SDG4-Education 2030, by researching, collecting, and compiling data and curating resource materials;
  • Participate in and contribute to resource mobilization and partnership building activities by developing concept notes, project proposals;
  • Carry out any other related activity as assigned.

  • Advanced university degree (Masters or equivalent and above) in Education, Social Sciences, Economics, or Communications, or any other similar discipline.


Work Experience

  • Minimum 2 years of relevant professional experience in one or several subject areas of education. 
  • Experience in network and partnerships management.
  • Experience in managing educational programmes/projects.


Skills and competencies

  • Excellent coordination and interpersonal skills.
  • Proven capacity to build and maintain effective partnerships inside and outside the organization.
  • Proven conceptual and analytical skills, including the demonstrated ability to provide advice and technical support on education policy, strategic planning and monitoring and evaluation.
  • Proven skills in developing and managing online resource portals and knowledge management systems.
  • Good knowledge and understanding of the government functioning at national and/or provincial level.
  • Solid understanding of the education systems in Thailand, its key challenges and possible solutions.



  • Excellent knowledge of English and Thai. 


  • Advanced university degree (PhD equivalent) in the field of education or related disciplines with advanced training in education planning and research, or knowledge management.


Work Experience

  • Demonstrated experience in research design, communication and advocacy, resource mobilization for education.


Skills and competencies

  • Good understanding of the Education 2030 Agenda.
  • Familiarity with the work and functioning of the UN System including key mechanisms such as the UN Sustainable Development Framework (UNSDF).
