OVERVIEW OF THE FUNCTIONS OF THE POST

Project Background  
 
The Government of Iraq (GoI)and the Kurdistan Regional Government (KRG) have been experimenting and piloting Education Management Information Systems (EMIS) at the ministry of education (MoE) since 2003 supported by a number of partners using different technology solutions and working at various scales. To date, results have been mixed with a lack of agreement and direction for achieving agreement towards a national approach. Work undertaken by UNESCO and supported by UNICEF for the piloting of an upgraded version of an open-source internationally-used EMIS package in 2017 had garnered wide support and is the basis for the development of a roll-out plan for the deployment of EMIS in 8 governorates in Iraq. The piloting approach has also paved the way for unifying GoI data with data being collected in Kurdistan through their ePerwerde system. 

Developing and implementing an effective Education Management Information System (EMIS) is intended to improve operational efficiencies within the schools and to monitor the performance of the education system.  EMIS helps capture daily operational data in the schools and analyse a wide range of information related to the educational system to improve planning, resource allocation and mobilization, monitoring, evaluation, policy formulation, and decision making in general.  A school-based standardized information system is fundamental to improve the management of education at all levels and track individual students across the grades in all stages of their education journey.

As part of the project “System Building and Capacity Strengthening of Ministry of Education (MoE) and its Sub-National Directorates of Education for Effective Delivery of Quality Education Outcomes”, UNESCO is undertaking the design, development, and rollout for an Education Management Information System (EMIS) to:

•    Automate the operations at the eight (8) general directorates of education (Baghdad, Najaf, Anbar, Qadissiya, Basrah, Thi-Qar, Missan, and Muthanna)
•    Analyse and report educational information and indicators in two (2) governorates of the Kurdistan Region of Iraq (Erbil and Dohuk) via the EMIS integration with the ePerwerde system implemented in the KRI.
•    Automate the operations nationally at the district directorates level to benefit all Illiteracy Eradication Centers (IECs).

 

Purpose and Objectives of the Assignment:  
 
The purpose of this assignment is to author and develop technical, workflow, and business process documentation related to the installation, setup, configuration, administration, and utilization of the EMIS solution. The documentation consists of a learning management system, manuals, online tutorials, online quizzes, classroom training, support knowledge base articles, YouTube video lessons, eLearning, text-to-speech and multimedia materials in Arabic, English, and Kurdish.

Duties and Responsibilities  
 
In the framework of this Project, and under the overall authority of the Director of UNESCO Office for Iraq and the direct supervision of the Project Manager and the EMIS Coordinator, the Technical Writer and eLearning Developer shall undertake the following:

  • Review the Functional Requirements Specification (FRS) for the latest Education Management Information System (EMIS) Solution Release
  • Develop the (Arabic and English ) Content of Online Tutorials for the Education Management Information System (EMIS) Solution
  • Develop the (Arabic and English) Content of YouTube Lessons for the Education Management Information System (EMIS) Solution
  • Develop and author the EMIS Installation and Setup Guide document, reflecting the Installation and Setup Requirements of the EMIS Solution (English)
  • Develop and author the EMIS User Guide document, reflecting the features of the EMIS Solution (English and Arabic)
  • Develop and author the EMIS User Online Help System (English and Arabic)
  • Develop and author the EMIS Decision Support Guide document for the EMIS reports and indicators (English , Arabic and Kurdish)
  • Develop and author the EMIS Decision Support Online Help System (English, Arabic and Kurdish)
  • Develop and author the EMIS User Administration Guide document, reflecting the features related to managing users, roles, and privileges in the EMIS Solution (English and Arabic)
  • Develop and author the EMIS User Administration Online Help System (English and Arabic)
  • Develop and author the EMIS Administrator Guide document, reflecting the application and setup administration features of the EMIS Solution (English and Arabic)
  • Develop and author the EMIS Administrator Online Help System (English and Arabic)
  • Develop knowledge base articles to be delivered as Word documents and in HTML format in the EMIS user interface (English and Arabic)
  • Develop the training materials for the training of the Master Trainers in coordination with the EMIS consultant (English and Arabic)
  • Develop the training materials for the Training of Trainers in coordination with the EMIS consultant (English and Arabic)

REQUIRED QUALIFICATIONS

Minimum Selection Criteria 
 
Education: Master’s degree in Computer Science or management information system, or Computer Engineering, information technology.

Professional Experience 
At least ten years of proven relevant experience in:
•    Working as a Software Quality Assurance Engineer.
•    Authoring technical software application documentation.
•    Authoring and developing software application tutorials and training materials.

Languages Skills: Fluency in oral, reading, and written English and Arabic is required.

Technical Skills:
•    Skilled in using the following authoring and learning management tools: Microsoft Word, Microsoft PowerPoint, Microsoft HTML Help Workshop, Microsoft Help Compiler, Adobe Captivate, iSpring Suite, Help + Manual Professional, and Kentico Kentico Content Management System
•    Skilled in text-to-speech tools for English and Arabic language scripting
•    Proven skills with EMIS concepts, capabilities, and functionalities
•    Skilled in integrating contextual help topics within a Web-based application (in English and Arabic) in a responsive format for personal computers, laptops, tablets, and mobile phones

 

 

DESIRABLE QUALIFICATIONS

Competencies / Inter-personal skills

•    Ability to listen, adapt, persuade, and transform and ability to effectively communicate intensions and requirements to internal and external stakeholders.
•    Experience working as a Software Quality Assurance Engineer with ability to test software capabilities comparing them to functional requirements.
•    Experience in authoring and developing technical documentation for software applications using Microsoft Word, Microsoft HTML Help Workshop, Microsoft Help Compiler, and Help + Manual Professional.
•    Excellent understanding of the international education indicators, standards, and targets in the context of SDG-4 with the ability to explain and document their calculation methods and usage.
•    Experience in developing interactive training lessons by using Microsoft PowerPoint and Web-based technologies, such as Adobe Captivate, iSpring Suite, and Kentico Content Management System.
•    Experience in using issue tracking systems and working with agile development processes.
•    Experience in developing bilingual applications, and tutorials is a must, especially for Arabic, Kurdish, and English user interfaces.
