OVERVIEW OF THE FUNCTIONS OF THE POST

The project “Economic Transformation in South Pacific” is a joint initiative aimed at developing the digital economy in the South Pacific Small Islands Developing States (PSIDS). It seeks to support economic diversification and build greater community resilience across the three dimensions of sustainable development: social, environmental, and economic. This Joint Programme (JP) involves 6 UN partners and is led by the International Labour Organization (ILO). Its outcomes are focused on strengthening institutional frameworks, promoting digital transformation, and enhancing the capacity and resilience of workers and micro-, small- and medium-sized enterprises (MSMEs). UNESCO’s role within this initiative is to support the creative economy, particularly the music industries, by creating an enabling environment through the development of regulatory and policy frameworks, as well as delivering targeted capacity building interventions. After conducting a series of ideation workshops in Fiji, Solomon Islands and Vanuatu during the first semester of 2023, UNESCO identified Intellectual Property and Copyright topics as common priorities to be addressed in the three countries. The proposed actions include raising awareness, capacity building, and providing assistance in updating legislations and regulatory frameworks in each context.

PURPOSE / objectives
Under the overall authority of the Director of UNESCO for the Pacific States, and the direct supervision of the UNESCO Culture Program Specialist in Apia, the consultant will provide technical assistance and project management support for the implementation of the “In Economic Transformation in South Pacific” project in Fiji, Solomon Islands and Vanuatu. To this end the consultant will:
1.    Provide overall project management and monitor implementation of established contracts;
2.    Liaise with national counterparts and UN partners;
3.    Ensure visibility of project and disseminate outcomes;
4.    Contribute to donor reporting.
 

Long Description

The consultant is expected to:
1.    Manage, coordinate implementation and monitor the activities in the frame of the “Economic Transformation in South Pacific” project in Fiji, Solomon Islands, Tonga, Tuvalu and Vanuatu, particularly in relation to the planning and execution of capacity building in Intellectual Property (IP) and Copyrights, the implementation of the 2030 Culture Indicators in Fiji and Vanuatu, technical support for the ratification efforts of the 2005 Convention.
i.    In collaboration with the UNESCO Programme Specialist, and the relevant Ministry, support the service provider in delivering the planned workshops and technical assistance in Fiji, the Solomon Islands and Vanuatu as per established workplan;
ii.    Support the implementation of the 2030 Culture Indicators Framework in Fiji and Vanautu by coordinating with the relevant Ministry and ensuring the relevant workplan is implemented within the project timeframe;
iii.    Coordinate with the relevant Ministry, and support the implementation of the actions related to the ratification of the 2005 Convention for Fiji, Tonga, Solomon Islands and Vanuatu as per established workplan;
iv.    Provide assistance as needed in the implementation of the above activities in Fiji, Tonga, Tuvalu, the Solomon Islands and Vanuatu.
2.    Support the CI sector and coordinate implementation on the ground as well as monitor any follow up actions required for the ROAMX Indicators;
3.    Facilitate communication and coordination with the relevant the Ministries and the Project UN partners (ILO, ITU, UNOPS, OHCHR, UNODC), as well as provide technical support in areas related to the cultural and creative industries in line with the project’s work plan and objectives;
4.    Oversee, when relevant, the quality of the project deliverables in Fiji, Tonga, Tuvalu, the Solomon Islands and Vanuatu by the contractors and relevant partners by ensuring that the expected outputs from the project are delivered in time and in line with the signed contractual arrangements;
5.    Ensure timely preparation of inputs to be included in progress/final narrative reports;
6.    Undertake site visits and missions as required to facilitate the implementation of the project and oversee on-site activities;
7.    Ensure visibility to the project through promotional events and production of publicity material such as, press and web articles, radio interviews, and social media content. 

 

Long Description

DELIVERABLES
1.    Submission of detailed workplan considering the existing contract workplans and project timeframe 
2.    Submission of first progress report on outputs and outcomes in line with the workplan and project result framework and overall implementation status of the project
3.    Submission of second progress report on outputs and outcomes in line with the workplan and project result framework and overall implementation status of the project
4.    Submission of final narrative report on project outputs and outcomes in line with the workplan and project result framework including communication material produced as indicated under task 7.


SPECIAL CONDITIONS

The consultant may be required to travel to the locations where the project is being implemented.  To that end, UNESCO will either provide a lumpsum for travel expenses or cover directly such expenses, in line with the Organization's rules, regulations, policies and procedures.
The consultant will be required to be present in the office one day every week during the validity of the contract, in order to receive instructions from the supervisor, provide and receive feedback on the progress of the project, discuss performance and other relevant issues related to the work assignment with the supervisor.
The consultant is responsible of procuring any equipment or materials that may be necessary to deliver the services.

REQUIRED QUALIFICATIONS

1.    Education and skills: University degree (Bachelor’s or equivalent degree) in social sciences, cultural studies or related fields.
2.    Experience: At least 3-5 years of working experience in planning, coordinating, follow-up and engagement with various stakeholders in implementation of programme/project activities.   Professional experience in project management.
3.    Language: Excellent written and spoken English.

DESIRABLE QUALIFICATIONS

Experience: Previous working experience in the cultural and creative sector
Skills: Good communication skills, attention to detail, organizational skills, technical skills.
Languages: Fijian, Solomons Pijin or Bislama.
Specific ICTs: Video lecturing technology, digital image processing software
