OVERVIEW OF THE FUNCTIONS OF THE POST
BACKGROUND AND OBJECTIVE
Under the overall supervision of the Director of UNESCO Almaty Regional Office and the immediate supervision and guidance of the Finance and Administrative Officer, the incumbent provides ICT and administrative support services in compliance with UNESCO Rules and Regulations, practices, standards and procedures.

MAIN DUTIES AND RESPONSIBILITIES
The SC holder carries out the following tasks with care, diligence and compliance with the instructions received from the supervisor:
1. ICT administration:
- Assure technical maintenance and administration of entrusted IT equipment, applications, including upgrades, troubleshooting, data uploads and configuration, and contribute to continuous improvement of data quality, while providing operational user support, training and guidance.
- Participate in new application projects, contributing to business case analysis and functional specifications/requirements. Actively contribute to related process improvement and simplification.
- Collect and analyze users’ feedback on system anomalies, dysfunctions and improvements needed. Maintain and update documentation, including related process improvement and simplification.
- Provide first-level technical assistance for ICT problem including support on devices and applications.
- Advise the AO and HQ IT colleagues on local IT procurement conditions and assist in the identification of local providers of IT equipment and services and support with development of specifications for IT equipment and services.
- Provide support in the monitoring and update of the IT equipment inventory, organize maintenance and disposal of equipment, participate in regular inventory exercise.
- Assist in the maintenance of the digital record system of the office, in line with the procedures for information sensitivity and security.
- Assist in the upkeeping and update of the IT Business Continuity and IT Security Plan.
- Closely collaborate with other UN agencies IT on the matters related to common IT services, ISP and alike.
- Provide ICT support to UNESCO personnel in the antenna/desk offices in other countries of the region (remotely or on site).
- Carry out any other related tasks that may be entrusted to him/her by the supervisor.
2. Administrative support:
- Draft and prepare routine correspondence, memoranda and non-substantive reports;
- Make arrangements, assist and advise on shipping of office equipment and supplies; liaise with customs services;
- Assist in initiating procurement action related to purchasing of office equipment, supplies and services, in the preparation of specifications, Terms of Reference, purchase orders and contracts, monitor status of requisitions and maintain contact with suppliers;
- Undertake any other related tasks or assignment requested by the Director of Office or the direct supervisor, or personnel of the administrative unit. The contract holder undertakes to carry out the tasks with care and diligence and due attention to detail.

REQUIRED QUALIFICATIONS
EDUCATION
Completed secondary education, technical or vocational education in the IT field.
WORK EXPERIENCE
Minimum Three (3) years of relevant professional experience in the IT field at national and/or international levels.

Good knowledge of UN and/or UNESCO’s ERP systems (Quantum, ATLAS, SAP, DUO, etc.).
LANGUAGES
Knowledge of Kazakh language.
BENEFITS AND ENTITLEMENTS
• Salary: base monthly gross 1,075.82
(monthly rates in reference to the local UN FTA salary scales of the locally recruited staff, corresponding to 66% of the gross base salary; subject to change in case of changes in local UN salary scale).
• Medical and Pension Coverage.
As additional payment, upon proof of enrolment in an appropriate pension and/or medical scheme, the following contributions will be added to the SC holder's remuneration:
(a) up to 10% of the SC holder's remuneration to represent UNESCO's sole contribution for pension; and
(b) up to 5% of the SC holder's remuneration to represent UNESCO's sole contribution to medical insurance.
The SC holder must provide the proof of affiliation to local or private social security scheme if in receipt of an additional payment.
• Income Tax.
The remuneration paid to SC holders is not exempt from any income tax which may be levied by the tax authorities in the country where work is performed or any other tax authorities.
UNESCO shall not reimburse any taxes, duties or other contributions for which the SC holder may be personally liable in respect of payments made under the terms of his/her contract.
SC holders will be solely and personally responsible for complying with tax laws that are applicable to them, and for paying any taxes (in particular income tax), duties or other contributions for which they may be personally liable, under any tax laws applicable to them, in respect of any payments made to them under the terms of their SC contract.
• UNESCO's salaries are paid in the currency established by the local UN System (currently in KZT).
• Annual leave is granted at the rate of 2,5 working days for each completed month of service. The annual leave entitlement must be taken in full during the contract period.
