OVERVIEW OF THE FUNCTIONS OF THE POST
UNESCO is strengthening its capacity for decentralized resource mobilization at the field level. In response, UNESCO is recruiting one (1) national consultant to support the UNESCO Accra office to develop the resource mobilization action plan for Ghana, which will complement the UNESCO regional strategy for West Africa (2025-2029) and the regional resource mobilisation and partnership strategy.
The consultancy will support the UNESCO Accra Office in building their capacity to mobilize resources and build partnerships, fostering long-term sustainability and increased impact in line with the Regional Strategy’s objectives.
The consultant will work under the overall supervision of the Director of the UNESCO Dakar Office and the day-to-day supervision of the Head of UNESCO Accra Office, who will provide key input and guidance for the consultancy assignment. The consultant will also work closely with the Senior Consultant for Resource Mobilization and Partnership for West Africa.
Specifically, the incumbent will support respective national offices to:
- Map existing and potential partnerships, including government agencies, international organizations, private sector entities, foundations, and civil society organizations at national level.
- Contribute to the development of the Resource Mobilisation and Partnership Strategy of the UNESCO Regional Office for West Africa.
- Develop and operationalize the respective national office’s resource mobilisation action plan.
- Develop high-quality funding proposals tailored to different donors, maintain and update project pipeline in close collaboration with programme teams.
- Coordinate with programme and communications teams to enhance donor visibility.
DELIVERABLES
- An updated National Mapping of Partnership and Resource Mobilization Opportunities for UNESCO in Ghana.
- Country Partnership and Resource Mobilisation action plans for Ghana.
- One (1) Project Proposal aligned with the UNESCO Regional Strategy for West Africa 2025 – 2029.
REQUIRED QUALIFICATIONS
Education:
Advanced degree in international relations, development studies, business administration, public administration, or a related field.
Work Experience:
- At least 10 years of experience in partnership development, resource mobilisation, and strategic planning within international organizations.
- Proven track record of developing high quality project proposals.
Skills and competencies:
- Strong analytical and research skills.
- Excellent communication and interpersonal skills.
- Proficiency in data analysis and visualisation tools.
- Strong writing and documentation skills, with attention to detail and accuracy.
- Strategic thinking and problem-solving abilities.
- Ability to work independently and manage multiple tasks simultaneously.
- Cultural sensitivity and adaptability to work in diverse environments.
Languages:
- Fluency in English is required.
COMPETENCIES (Core / Managerial)
DESIRABLE QUALIFICATIONS
- Experience working with the UN system or other international organizations is highly desirable.
- Fluency in French is desirable.
